- NASA/KSC has a requirement for software support for the Satellite Tool Kit (STK)with emphasis in, but not limited to; animation, Weather Sentinel, communicationanalysis, 3D modeling, vehicle dynamics and QualNet interface. This software support isrequired for a project that calls for radio communication link simulation within the STKmodeling environment, which needs to be completed before January 28, 2011.NASA/KSC intends to purchase one Quick Start program package for 10 days of softwaresupport from Analytical Graphics, In (AGI). The reason for the lack of competition isbecause AGI is the developer of the STK software application and patent holder forseveral STK modules related to space missions. Therefore, they are the only vendor thatcan provide the STK expertise and software support. The Government intends to acquire a commercial item using FAR Part 12. Interestedorganizations may submit their capabilities and qualifications to perform the effort inwriting to maria.m.figueroa@nasa.gov not later than Noon Eastern Time on December 20,2010. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are NOT acceptable in response to this notice.All responsible sources may submit a response which, if timely received, must beconsidered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
