- This is the Attachment referenced in this Special Notice. This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. The information provided may be used by the United States Special Operations Command (USSOCOM) in developing its acquisition strategy, statement of work/statement of objectives, and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this request for information or to otherwise pay for the information submitted in response to this RFI. United States Special Operations Command (USSOCOM) is requesting industry comment on its ability to provide non-developmental, multi-functional devices with the maximum number of attributes as identified in the Attachment. This initiative is referred to as the USSOCOM Joint Tactical C4ISR Information Transceiver System (JTCITS). USSOCOM is in the process of formally categorizing attributes into various levels and priority of requirements including Key Performance Parameters (KPP). Special Operations Forces (SOF) missions require teams and individuals to be capable of operating alone in austere, hostile environments. This requires future SOF-unique equipment that is capable of multiple functions in order to obtain, gather, and share intelligence, surveillance, and reconnaissance (ISR) situational awareness, and threat awareness information. Since SOF can only carry a limited amount of equipment, it is desired that each JTCITS transceiver provide as much capability as possible to include, as a minimum, radio frequency (RF) and tactical networking capability. The technology readiness level (TRL) of industry solutions for this integrated solution set should be at a minimum TRL 8. The intent of the RFI is to identify companies that have the technical expertise, current production facilities, and integration and test capability to assemble, environmentally and technically test, and produce the systems in quantities of 50 or more per month. The JTCITS shall be assembled from Commercial-Off-The-Shelf (COTS) and/or Government-Off-The-Shelf (GOTS) equipment and be ready for shipment to the Government within six months of an order. Once industry information is received detailing potential technologically mature capabilities, USSOCOM may publish a draft RFP requesting further information and industry comments on a refined set of requirements along with a draft acquisition strategy and milestone schedule. Interested parties shall respond, within 30 days after release of this RFI to the Contracting Officer, Deanna Cox, deanna.cox@socom.mil, and copy Ms. Amy Loveless, amy.loveless@socom.mil, with existing or near-term mature capabilities or products that meet all or a subset of the aforementioned attributes. Reponses that include information detailing potential tradeoffs or alternative solutions is encouraged.
