Description
SOLICITATION No. F11PS00093SERVICE: Cleaning the DeSoto Visitor CenterU.S. FISH & WILDLIFE SERVICE (REGION 3), Missouri Valley, IOWA (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued (ii) The solicitation number is F11PS00093 and is issued as a request for quotation (RFQ) per FAR Part 13. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-46 (iv) This solicitation is a total Small Business set-aside. The NAICS code is 561720 Janitorial Services. The size standard for Small Business is $16.5M (v) This is a firm fixed price services contract. Pricing must be provided for the following line items: Line Item: 0001, Building cleaning: Monday or Tuesday service, Quantity: 59.00 each, $______Line Item: 0002, Building cleaning: Friday service, Quantity: 59.00 each, $_______ Potential vendors are encouraged to visit the facility before submitting a quote. (vi) Description of Requirements for Performance Based Service: 1. Description of Work Areas The DeSoto Visitor Center (VC) public use and office areas consist of approximately 12,000 square feet with includes: auditorium, hallways, individual offices, lunch room, four restrooms, and the all purpose meeting room. Areas are to be cleaned every Monday or Tuesday, and every Friday. Variations to these days must be coordinated with the Service Government Liaison. The Bertrand Office area and cargo areas are restricted areas and are not to be accessed at any time by the cleaning contractor or their employees. Contractor personnel will not have guests or visitors accompanying them to the work site. 2. Description of Work Twice a week the contractor will: a. Vacuum all carpeted areas of the building, to include the auditorium, hallways, individual offices, lunch room, and the multipurpose room, mats, and under mats. b. Vacuum upholstered furniture. c. Wash all interior windows/glass including any doors to ensure there are no finger prints, smudges, or any other markings left by the visiting public. d. Sweep and mop all non carpeted floors, no dirt or dust will be left in corners, under furniture, or behind doors. e. Dust ledges, furniture, woodwork, baseboards, and displays f. Empty all wastebaskets and trash receptacles and deposit in dumpster, reline trash cans with plastic liners. g. Remove cobwebs from inside building and outside entrances. h. Clean both public restrooms: clean the toilets/urinals, sinks, counters, clean and polish stainless steel fixtures, mirrors, clean the walls around the trash and toilets/urinals, mop the floors, empty the trash, refill paper towel and toilet paper dispensers. Every Monday or Tuesday morning, in addition to the above list, the contractor will: Clean all offices, employee restrooms, break room, and employee hallway this includes; vacuuming, mop floors, dusting flat surfaces, removing spider webs, cleaning of restrooms (same requirements as above) and emptying of trash and recycling. No keys will be issued to the contractor. The contractor will start to clean the building at 7:00 a.m. and is to be finished no later than 10:00 a.m. Work to be performed at the DeSoto National Wildlife Refuge, 1434 316th Lane, Missouri Valley, Iowa 51555-7033 Phone: 712-642-5406. 3. Quality Assurance The Contractor shall develop and maintain a quality program to ensure custodial services are performed in accordance with commonly accepted commercial practices. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor's quality control program with plan and any supporting documentation shall be made available to the Government for review upon request. 4. Contractor Furnished Items The contract or will provide all labor. The contractor is responsible for ensuring that cleaning materials are used properly. The contractor will notify the Government Liaison of product quantities to ensure proper quantities are maintained and available, and also make the Government Liaison aware of any equipment issues or needs. 5. Government Furnished Property The Refuge will supply all required cleaning supplies and equipment. This includes all cleaning products, vacuums, mops, dust cloths, cleaning rags, toilet paper, paper towels, trash bags, and etc. Facilities and storage space of supplies and equipment will be identified to the contractor and will be maintained in a clean and sanitary manner. Light, heat, electricity, and water required for the performance of this contract will be made available to the contractor. The use of Government telephones will be restricted to official business concerning this contract. (vii) Period of Performance is Jan 3, 2010 through January 27, 2012. (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and addenda to the provision includes all quotes to be in English and priced in U.S. dollars. (ix) The award for this acquisition will be based on lowest price. (x) Offeror shall complete and include one completed copy of the FAR provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer or complete ORCA online at https://orca.bpn.gov (xi) FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) FAR clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition.
