Description

THIS IS A TOTAL 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE. The Department of Veterans Affairs (VA), Veterans Affairs Medical Center (VAMC) Iowa City, is soliciting and intends to award a firm fixed price contract for Architecture/Engineering (A/E) services, "A/E Services to Renovate 4E and 5E" at the VAMC in Iowa City, IA. NAICS Code 541330, size standard $4.5 million. Prospective firms are reminded that as per FAR 52.219-14: "By submission of an offer and execution of a contract, the Offeror (SDVOSB A/E firm) agrees that in performance of the contract in the case of a contract for - (1) Services (except construction), at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern." The A/E contract will include but is not limited to all professional, technical and investigative services to prepare working drawings, cost estimates, specifications, and construction period services to design the renovation of approximately 6,500sf on 4East and 10,000sf on 5East. Currently 4E occupies offices and conference space and will be renovated to house Ambulatory Surgery prep. 5East is currently an inpatient ward with multi patient rooms and congregate shower facility. This will be renovated to provide single patient rooms with private ADA shower/toilet facilities. In performance of this work, the A/E must include a Certified Industrial Hygienist (CIH) to plan and monitor asbestos abatement and an independent third party Fire Protection Engineer (FPE). The person assigned to these positions must be clearly indentified in Section E of the SF 330 in order for the A/E firm to be considered. The estimated construction cost range is between $2,000,000.00 and $5,000,000.00. Please submit your qualifications and past performance data on the SF 330 (architecture-engineer qualifications); and for any consultants to be used, on the SF 330 sections E and F.
