Description
The Naval Surface Warfare Center, Philadelphia is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for a Motor Operated Pilot Valve (MOPV). The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 332912 THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. NSWCCD Philadelphia is currently looking for sources that can design, furnish and test motor-operated pilot valves (MOPV) as a replacement for the solenoid-operated pilot valves (SOPV) currently used aboard U.S. Navy ships. The MOPV shall be a 4-port valve with capability to function as a 3-port valve. The 4-port master MOPV will be used to initiate Aqueous Film Forming Foam (AFFF) concentrate flow via the control of seawater flow to/from diaphragm operated valves and fire-main flow for mixing and disbursement to AFFF systems aboard ship. The 3-port MOPV serves as the local disbursement valve for either fire-main flow or the AFFF mixture via the control of seawater flow to/from diaphragm operated valves. The valve is subject to long periods during which it is not operated, up to several months, after which it may cycle several times in a day, and then be static again for several months. The seawater being controlled by the valve is from the ship s fire-main (normally 150 to 175 lb/in2) and contains substantial contaminants due to the coarse strainers used in these systems. The MOPV is subject to the preference for domestic specialty metals, 48 CFR 252.225-7014. Materials used in the construction of the valve, actuator, and associated equipment shall be corrosion resistant materials suitable for use in a seawater environments. The notice of interest should include as a minimum: - Summary of Technical Capabilities and Experience relate to valve and/or mechanical device design and manufacture. - Description of Facilities, Personnel, and Manufacturing/Testing Capabilities including Subcontracting Arrangements. - Minimum production quantity and Maximum yearly production. - Past performance manufacturing the requested item or similar items. - Reliability data such as mean time between failures for proposed or similar devices. - Business size designation; large, small or other. Additionally if your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 30 Dec 2010, 4:00 P.M., EST.
