Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Intramural Research Program (IRP) intends to solicit, negotiate and award a purchase order on a noncompetitive basis with BioVision Technologies, Inc 64 E. UWCHLAN AVENUE Exton, PA 19341. National Institutes on Drug Abuse (NIDA), Division of Intramural Research in Baltimore, Maryland. The imaging system is needed for the image analyses of molecular changes after exposure to addictive drugs as assessed in our rat model. The Biovision software and associated hardware will be used to control a Carl Zeiss microscope, capture images, and analyze the images. The software was chosen to be compatible with our existing microscope and imaging software. The number of users for our existing microscope imaging system greatly exceeds its capacity. We have to purchase a complementary system to handle the necessary throughput of research in our lab. Each specific line item in the Carl Zeiss quote has been thoroughly considered and found necessary for proper functioning of the imaging system and compatibility with the our existing software. In accordance with FAR6.302-1, the supplies required by the agency are available from only one responsible source, BioVision Technologies, Inc. and no other supplier will satisfy the agency requirements. There are no licensed systems or instruments offered by third party providers that are able to use any components of the BioVision Technologies, Inc. We have several ongoing projects that were begun using our existing BioVision software and Carl Zeiss microscope. Thus to continue our ongoing work with the minimum amount of delay or wasted resources or experimental data, we need to keep using the same Biovision company source. The acquisition is being conducted under simplified acquisition FAR 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
