- DARPA will host a Proposers' Day Conference for the Deep Sea Operations (DSOP) Development program on January 5, 2011 from 1:00 PM to 5:00 PM at the System Planning Corporation facility located at 3601 Wilson Boulevard, 5th floor, Arlington, VA 22201 in support of the Broad Agency Announcement (BAA) DARPA-BAA-11-24 (expected to be released prior to the conference). The purpose of this conference is to provide information on the DSOP Development program, promote additional discussion on this topic, and address questions from potential proposers. PROGRAM OBJECTIVE AND DESCRIPTION: DARPA anticipates releasing the BAA for the Deep Sea Operations Development program with the objective of developing ASW surveillance capability that operates at the extreme ocean depths to detect quiet submarines overhead. In Spring 2010, DARPA initiated architecture studies for the program. The studies addressed system solutions for configurable technology to achieve ASW surveillance over large, operationally relevant, deep ocean areas. Broad guidance served as a framework for performers to develop a wide range of solutions that would: • Operate with sensors or sources near the ocean bottom, • Exploit the advantages of distributed and unmanned nodes, • Configure to a range of operations, environments, and time scales, and • Adapt to the mobility of the surface assets or evolving threats. These architecture studies have provided insights that shape this new solicitation for the subsequent phases of the program. Starting with Phase 1b, this task will complete technology assessment and risk reduction, and subsequent Phases 2 and 3 (addressed as options in the BAA) will allow for critical technology and system development. Directions to the facility and other materials are also available on the website. There is no registration fee for attending this conference. Due to space limitations of the conference facility, attendance will be limited to the first 100 registrants, and no more than 2 representatives per organization. A SECRET clearance will be required for this meeting. Clearances must be passed by December 30, 2010, using one of the methods below. There is no registration fee for attending this conference. Conference attendance is not required to propose to DARPA-BAA-11-24. DARPA will not provide reimbursement for any costs incurred to participate in this Proposer's Day.
