Description
Agreement Document RFP Document This RFP is issued by SAIC-Frederick. PHONE CALLS REGARDING THIS SOLICITATION WILL NOT BE ACCEPTED. OFFERORS SHALL EMAIL THE IDENTIFIED SUBCONTRACT SPECIALIST ONLY. Questions regarding the RFP shall be emailed to the Subcontract Specialist by 2:00 p.m. Eastern Time on December 28, 2010. Proposals are due to the Subcontract Specialist by 2:00 p.m. Eastern Time on January 20, 2011. NBIA Project Background The National Biomedical Imaging Archive (NBIA) is a searchable repository of biomedical images that provides the research community with access to images to assist in the development and validation of analytical software supporting disease detection and change analysis. The goals of the program are to improve the use of imaging in disease research by (a) increasing the efficiency and reproducibility of cancer detection and diagnosis; (b) promoting the use of imaging to provide an objective assessment of therapeutic response; and (c) enabling the development of imaging resources to facilitate clinical decision support. Objectives The objective of this solicitation is (1) to continue to maintain the NBIA application by improving the features and fixing bugs, (2) to release 2 major NBIA versions, (3) to provide installation and upgrade/migration support to existing and new adopters, (4) to support legacy refactoring, (5) to migrate current database to Imaging Repository with harmonization of BRIDG and DICOM models, (6) to support Imaging Service Framework (ISF), (7) to support integrations with external applications, (8) to migrate or integrate CTP into NBIA with security improvement, and (9) to continue to re-factor the NBIA application to support NCI Enterprise Services/Imaging Workspace NCI Enterprise Services specifically AIM services as well as other Components of Imaging Application Suite under the direction of SAIC-F COTR and NCI PO. To achieve the objectives, a set of specific tasks are listed below (Refer to Section 5.2 for further details): NBIA Usability Improvement and Bugs Fix Support New NBIA Release Support NBIA Deployment and Adoption support via IMAG Workspace KC Legacy Services Layer Refactoring (LSLR) Support NBIA Information Model Extension for Imaging Repository Support including the harmonization of BRIDG, LS DAM and compliance of DICOM Improvement of NBIA interoperability for across workspace application Integration and semantic SOA Architect support including refactoring of NBIA to support the new web services Enhancement of BDA process driven deployment for NBIA Application new releases Migration and/or Seamless integration of CTP with the security improvement for the NBIA NBIA Performance enhancements whenever necessary and possible Imaging Service Framework (ISF) Support Imaging Services and Imaging Application Suite Support Further description of requirements may be found in the attached RFP Attachment 1 - Statement of Work
