- COMBINED SYNOPSIS/SOLICITATION Pyrgeometers and Pyranometers (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NRMJ2000-11-02214. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-47. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 334519. The small business size standard is 500 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: CLIN 0001 Qty 3. Brand Name or Equal to Eppley Pyrgeometer CLIN 0002 Qty 3. Brand Name or Equal to Eppley Ventilator for Pyrgeometer CLIN 0003 Qty 3. Brand Name or Equal to Eppley Pyranometer CLIN 0004 Qty 3. Brand Name or Equal to Eppley Ventilator for Pyranometer (VI) Description of requirements is as follows: CLIN 0001. Qty 3. Pyrgeometers Sensitivity: 4 µV/Wm-2. Impedance: 700 Ohms. Temperature Dependence: ±1% over ambient temperature range -20 to +40°C. Linearity: ±1% from 0 to 700 Wm-2. Response time: 2 seconds (1/e signal). Cosine: better than 5%. Mechanical Vibration: tested up to 20 g's without damage. Calibration: blackbody reference. Spectral range of 3.5 to 50 µm CLIN 0002. Qty 3 Ventilators for Pyrgeometer Continuously blows air over both the instrument case and the instrument dome Fan provides approximately 30 C FM of ventilation Draws approximately 0.15 amps, or 11 watts, in the 115 volt configuration Desiccator window to be easily viewed. Leveling screws CLIN 0003. Qty 3 Pyranometers Sensitivity: 9 µV/Wm-2. Impedance: 650 Ohms. Temperature Dependence: ±1% over ambient temperature range -20 to +40°C Linearity: ±0.5% from 0 to 2800 Wm-2. Response time: 1 second (1/e signal). Cosine: ±1% from normalization 0-70° zenith angle; ±3% 70-80° zenith angle. Mechanical Vibration: tested up to 20 g's without damage. Calibration: integrating hemisphere. Spectral range 0.285 to 2.8µm CLIN 0004. Qty 3 Ventilators for Pyranometer Continuously blows air over both the instrument case and the instrument dome Fan provides approximately 30 C FM of ventilation Draws approximately 0.15 amps, or 11 watts, in the 115 volt configuration Desiccator window to be easily viewed. Leveling screws (VII) Delivery shall be FOB Destination. Required delivery 30 days ARO. Place of delivery is 325 Broadway, Bldg 22, Boulder, CO 80305-3328. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Jun 2008), applies to this acquisition. In addition to written price quotes, offers are instructed to provide the brand name of an "equal" product, including manufacturer and model number. (IX) Offers will be evaluated solely on price, on an all or none basis. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Aug 2009), with its quote.
