Description

THIS IS A TOTAL 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE. The Department of Veterans Affairs (VA), Veterans Affairs Medical Center (VAMC) Iowa City, is soliciting and intends to award a firm fixed price contract for Architecture/Engineering (A/E) services, "A/E Services to Renovate 8 East for Endoscopy & Cardiology" at the VAMC in Iowa City, IA. NAICS Code 541310, size standard $4.5 million. Prospective firms are reminded that as per FAR 52.219-14: "By submission of an offer and execution of a contract, the Offeror (SDVOSB A/E firm) agrees that in performance of the contract in the case of a contract for - (1) Services (except construction), at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern". The A/E contract will include but is not limited to A/E Firm to provide all professional, technical and investigative services to prepare working drawings, cost estimates, specifications, and construction period services for the general construction project "Renovate 8 East for Endoscopy & Cardiology". This project will renovate approximately 10,000 square feet on the east wing of the 8th floor to accommodate services for Endoscopy and Cardiology. In performance of this work, the A/E must include a Certified Industrial Hygienist (CIH) to plan and monitor asbestos abatement and an independent third party Fire Protection Engineer (FPE). The person assigned to these positions must be clearly indentified in Section E of the SF 330 in order for the A/E firm to be considered. VAAR 836.204 Disclosure of the magnitude of construction projects. In lieu of the estimated price ranges described in FAR 36.204, the contracting officer must identify the magnitude of a VA project in advance notices and solicitations in terms of one of the following price range: The estimated construction cost range is between $1,000,000.00 and $2,000,000.00. Please submit your qualifications and past performance data on the SF 330 (architecture-engineer qualifications); and for any consultants to be used, on the SF 330 sections E and F.
