Description
Response to the 3rd SET OF QUESTIONS. QUESTION 1: "Base Requirement/200 Case Prep Packages" Line Item 0001 indicates a quantity of one (1) unit. Should we fill out the unit price as the total amount for the base period, and then for the "Total Cost" we would simply add in applicable taxes and subtract out discounts, or repeat the same number if there are no taxes or discounts? Alternatively, should the "unit price" be our price per package (i.e., Total Amount/200)? RESPONSE: Under Line Item Number 0001, the Base Requirement is for the completion of 200 Case Preparation Packages. Quoters are to provide one (1) Lump Sum quote price which includes all applicable taxes as required under FAR Clause 52.212-04, (k) Taxes, (which states "The contract price includes all applicable Federal, State, and local taxes and duties."). Price the Option requirements accordingly. QUESTION 2: In the RFQ it is stated that the total hours required for the option period would be 2,750 or 55 hours multiplied by 50 cases. It is also stated that during the option period, the onsite staff level would be decreased to two (2). In the SF-1449 "Line Item" 0002 and 0003, the timeframes outlined for completion of the option periods are 3/1/12-4/14/12 and 4/15/12-5/31/12 respectively. Are these dates correct? With the reduced staff levels, we do not believe it would be possible to complete fifty (50) cases during the performance periods currently indicated. RESPONSE: Please review Section M of the solicitation document. Historically, each employee has an assigned workload of 25 cases at any given time; the average time for completing a Probate Case averages at approx. 55 hours for the NW Region (some cases take much less time, others may take longer, etc.). As the cases are completed, employee workloads decrease - requiring less staff. There are only 50 cases to be completed per Option; this equates to only needing a maximum of two staff persons to complete a case load of 25 cases each per Option period.
