This is a Sources Sought Announcement-SSA surveying the market for sources that have been qualified through proven manufacturing, testing and satisfactory deliveries of form, fit and function specification compliant Armor Supplemental also referred to as Kevlar Covers. This SSA is for planning purposes only and shall not be considered as an Invitation for Bid, Request for Quotation, or Request for Proposal or as an obligation on the part of the Government to acquire any products or services. Information supplied via responses will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government shall arise as a result of contractor submission of responses to this announcement or the Government use of such information. The Government reserves the right to reject, in whole or part, any contractor input resulting from this request. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Army in developing its acquisition strategy, Performance Work Statement, Statement of Objectives and/or Performance Based Specification. Parties responding are responsible to adequately label proprietary or competition sensitive information contained in their responses. The Government does not intend to award a contract on the basis of this SSA or to otherwise pay for the information submitted in response to this action. Any past qualified sources that have demonstrated capability to satisfy the requirement for each of these aforementioned items through production, qualification test, and successful delivery of compliant items must submit copies of specification, complete Source Control Drawings for each individual item, Acceptance Test Procedures for same or similar products previously built and delivered to meet the form, fit and function of items in its intended system. In addition, interested parties shall supply documentation to prove last manufacturing and delivery dates, and make arrangement with personnel identified below to provide manufactured sample unit(s) for inspection and/or test by the Government if required. Furthermore, interested parties shall demonstrate how the company plans to acquire compliant specification Kevlar materials required to manufacture the items. Interested party must provide rough order of magnitude pricing estimate to manufacture each item based on contractor price break point or cost savings along with projected delivery schedule. However, note the Government tentative projected range quantities are: low range of 5-10, mid range of 11-25 and high range 26-50.
