Description
SOURCES SOUGHT SYNOPSIS. This announcement serves as a Sources Sought synopsis issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. This Sources Sought is issued solely for information and planning purposes and does not constitute a solicitation nor is this notice a request for quotation. DO NOT submit a quote or proposal in response to this synopsis. The Air Force Nuclear Weapons Center (AFNWC) / PKOC, Kirtland AFB, Albuquerque, NM, seeks potential business sources to perform non-personal services to manage the requisition, receipt, storage, issue, handling, quality control and accounting of petroleum products and liquid oxygen (LOX). The AFNWC/PKOC reserves the right to determine if a SB set-aside is appropriate. Additionally, we reserve the right to determine if one of the targeted socio-economic is appropriate for a set-aside based on responses to this notice and other pertinent information gathered by the contracting officer. In order for the AFNWC/PKOC to make a SB set-aside determination, it is emphasized that SB concerns provide sufficient written information to indicate their capacity and capability to successfully perform and manage all the required services. Firms responding to this announcement must be registered in the Central Contractor Registration (CCR) and should include company name, cage code, point of contact, address and indicate if it is a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business. The Government reserves the right to consider the acquisition for the 8(a) program based upon responses received to this sources sought announcement. The proposed contract is anticipated to be a firm-fixed price contract with a base period and four, one-year option periods. The contract awarded is subject to FAR 52.222-41, Service Contract Act of 1965, to include collective Bargaining Agreements. The North American Industry Classification System (NAICS) code for this acquisition is 488190 (Other Support Activities for Air Transportation), and the size standard for small business is $7 million. The Statement of Need for this requirement is as follows: The 377th Air Base Wing is the host organization for Kirtland Air Force Base. The Wing supports more than 100 tenant organizations; including Air Force Research Laboratory, Air Force Operational Test and Evaluation Center, 58th Special Operations Wing, New Mexico Air National Guard, Air Force Inspection Agency, Air Force Safety Center, Department of Energy, and Sandia National Laboratory. 377th Logistics Readiness Squadron provides 24/7 fuels operational coverage required by the Wing. The Petroleum Oil Lubricants (POL) contractor will be routinely called upon at Kirtland AFB and throughout the Air Force fuels community to provide high level expertise and input on refining technical and safety related fuels issues; including active participation in the Air Force Petroleum Office (AFPET) and Defense Energy Support Center's (DESC) to continuously develop fuels initiatives and programs. Fuels management operations include planning and coordinating all refuel, defuel, receipt, storage, and issue of petroleum commodities. Currently the POL operation receives and issues approximately 19,260,000 gallons per year of the various types of products broken out as follows: JP-8 and JP-8+100 18M gallons, Bio Diesel (BDI) 360K gallons, Unleaded Gasoline (GUR) 450K gallons, Low Sulfur Diesel (DS2) 85K gallons, Ethanol Gasoline (E-85) 292K gallons and Liquid Oxygen (LOX) 72K gallons. All quantities are based on annual receipts and issuance of each product handled at Kirtland AFB. Recent changes to Mission Design Series Aircraft project support for an additional 840 Aviation sorties per year of which estimates of requirements are not included in this requirement. (This is for information only).The contractor must be thoroughly familiar with Federal, State, and Local environmental guidelines and maintain compliance. The contractor will be responsible for coordinating, controlling, ordering, and directing fuel servicing operations to include, but not limited to, maintaining auditable daily accounting documentation in accordance with established Department of Defense and Defense Energy Support Center policy and procedural guidance; interface with the Fuels Manager Defense (FMD) database and optimize service control point capabilities to manage fuel transactions, maintain sufficient peacetime operating stock levels to support normal daily operations and possible contingency operations, ensure training and accountability of personnel, resources, and accomplish recurring sampling regimens on equipment and permanently installed facilities. Additionally interact with base agencies on all related fuel matters, the program manager plays a key role in validating the Inventory Management Plan (IMP). Other responsibilities include ordering, receiving, storing and issuing 10,000 gallons of aircraft de-icing fluids, performing quality surveillance of products to ensure they meet standards and are suitable for intended use. Accurately conduct critical analysis on a scheduled basis in an environmentally safe manner in accordance with applicable Air Force, Federal, State, and Local guidelines, regulations, and laws, while monitoring all aspects of fuels operations on Kirtland AFB as well as, develop and review safety procedures, conduct safety inspections, and provide safety related training. Kirtland AFB is in the process of finalizing construction on a $10M U.S. Army Corp of Engineers (CoE) and Defense Energy Support Center (DESC) construction project to replace the unload facility and fuel storage tanks, repair liquid fuel pump station and pipelines. This project will modernize Kirtland AFB's antiquated post World War II system and enhance operational capabilities across the spectrum of petroleum operations and will meet current commercial industry standards. This upgrade will allow the system operator to perform simultaneous operations and increase the support capability to wing components, transient aircraft, and tenant organizations in a safe, efficient, and economical manner. The new system will be capable of issuing fuel and offloading at the same time, perform fuel transfer operations between the two new bulk storage tanks and both configure and monitor all fuel operations from a central location. The new distribution center will provide a critical link between offloading headers, bulk fuel storage tanks, and fill stands. The filter separator components in the system will ensure that clean and dry fuel is available, and the results will have minimum impact to the environment. This project will assist in mitigating environmental liabilities as the project strictly complies with Federal, State, and Local Standards as well as Code of Federal Regulations (CFR), American Petroleum Institute (API), and National Fire Protection Association (NFPA) guidelines. Provide support for the following conditions IAW the Base Support Plans: Major accident responses, headquarters mobility evaluation, mobility exercises, attack response, Forced protection conditions. Interested businesses should provide the following information: A. Company name, mailing address, cage code, DUNS number, point of contact (POC), POC telephone number and e- mail address. B. Business size status (i.e. 8(a), HUBZone, Woman/Women Owned or Service Disabled Veteran-Owned, small business, large business, etc.). C. Capability of providing qualified and experienced personnel, with appropriate clearances, if required. D. Past Performance. Do you have past performance as a prime contractor or subcontractor on a service contract for similar fuels management requirements? If so, please provide the following information: Contract number, Name of Government Agency or Commercial Entity, Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.), and an explanation of services provided as they relate to this Statement of Need for Kirtland AFB fuels management. If your firm acted as a subcontractor or joint venture, name the prime contractor or other party, the specific work performed and percentage. E. Does your company have the financial capability and financial stability, and/or adequate lines of credit to sustain and support a five-year multiyear contract at one or more locations, in the event there are difficulties with invoice payments? Do you have an approved accounting system in place to adequately track expenditures? F. Do you anticipate any type of teaming arrangement for this requirement? If yes, please address what kind of arrangement and what percentage of work, and type(s) of service would you perform. Responses are limited to not more than 10 pages. The government will use this information, in addition to other information obtained, to determine its small business set-aside decision. Any information provided by industry to the Government is voluntary. Responses are due no later than 4:00 PM (MST) on 21 January 2011 via e-mail.
