Description
Request for Information/Interest for Fleet Printer/Copier and Copier For USDOE/NNSA Pantex Plant Introduction: Pantex is under contract with the United States Department of Energy (DOE) to manage and operate (M&O) the Pantex Plant located 25 miles northeast of Amarillo, Texas. Self-serve printer/copiers are staged at various locations throughout the plant for plant personnel to use as copiers and/or networked printers. The plant is implementing a go green program. All equipment, products, and services are to meet or exceed all industry standards and requirements. Description of Equipment and Service Requirements: B&W Pantex requests information from interested respondents in providing the following equipment and support. Copiers, Print/Copy Equipment Description of Work and equipment needs: For security reasons, all equipment hard drives and software disks shall become the property of Pantex and may not be removed from the Pantex Plant. We need the ability to have copiers that will act as copiers and will also have the ability to act as network printers. Copier/Printer capability - We need copier that can also be used a printer. 1) General Copy/Printer requirement Network capable Copy, Print, Scan, Fax systems: • Configurable network services i. Ability to configure SMTP to prevent use as a relay ii. Facilitate use of secure protocols (e.g. HTTPS, SSH, etc) remote administration iii. Ability to disable non-secure protocols (e.g. HTTP, Telnet, etc) • Ability to support multiple platforms and protocols (i.e. Windows, Linux, raw data, IPD, etc.). • Ease of use to improve productivity to ensure success of workgroup culture change. Copying/Printing: • Ability to copy documents along with collation/stapling on selected units with finishers. • Ability to control access to color printing and copying. • Image dpi copy and print quality configurable up to 1200 x 2400 resolution. • Ease of use and safe access for clearing paper jams. • Ability to route print queues to other operational systems. • Ability to print/copy in black/white and color. • Ability for two sided printing, scanning, and copying. • Describe your multi color pricing for color printing and copying if available. • Initial requirement for up to 30 pages per minute of color and B&W print performance to support about 50 users per system. • Ability to supply 190 or more units. • Minimum 40 GB hard drive storage to support print queues of 50 users. • Describe user role administration control options to handle color copying/printing, user functions, administration control, service control, etc. • Banner Pages - Ability to turn on and off (Specified who, name of document, and time/date of print job) • Optional High capacity/multiple paper storage trays for various sizes of paper. • Minimum capability of 3 trays. • A variety of devices to select from based upon output performance levels dependant on the functional need. • Scanning: • Ability to scan documents and save as TIFF, JPEG, PDF, or OCR files. • Ability to encrypt the scanned file and send via email, or save to a specific drive on network. • Ability to scan documents and send encrypted files to Windows Server 2008 shared clustering. • Faxing: • Must have a Fax function logically separated from other functions...(i.e. cannot dial in and access other printer functions) • Describe Central Management • Describe Gateway option • Energy Efficiency and Conservation : • Energy Star Compliant and reduce the amount of supplies consumed and wasted generated. • Digital devices shall operate effectively using recycled paper (including 30% post consumer waste) conforming to Executive Order 12873, Federal Acquisition, Recycling and Waste Prevention. • Security : • Ability for disk encryption for hard drive (AES) • Ability for Image Overwrite for Hard Drive, Immediate & Scheduled • Describe all security printing/copying/scanning/faxing options available. (i.e. access code, card access control reader capable, barcode, unauthorized reprint, etc...) • Ability for Cyber approved user authentication. • Ability to prevent retrieval of completed print jobs. • Ability to turn off any feature that is not needed or approved for use at the plant. (scanning, faxing, wireless capability, and Infrared capability) • Use of FIPS 140-2 validated cryptography for hard drive encryption • No clear text passwords in transmission or storage • Maintenance and system monitoring: • Must have very low downtime and maintenance required. • Onsite or 4 hour response for service • Ease of network management of the systems. • Ability for centralized remote management of all devices for configuration management and status notification. • Ability to track device usage by user or department for monitoring and electronically submit the report. • Ability for printing audit logs 2) Cyber Security Requirements • Ability for Cyber approved user authentication. • Ability to turn off any feature that is not needed or approved for use at the plant. (scanning, faxing, wireless capability, and infrared capability) • No clear text passwords in transmission or storage. • Use of FIPS 140-2 validated cryptography for hard drive encryption. • Configurable network services i. Ability to configure SMTP to prevent use as a relay. ii. Facilitate use of secure protocols (e.g. HTTPS, SSH, etc) remote administration. iii. Ability to disable non-secure protocols (e.g. HTTP, Telnet, etc). • Administration functions separated from user functions and authentication mechanisms prior to granting access to administration functions (either through physical access or remote access) • Ability to prevent retrieval of completed print jobs. • Ability to prevent retrieval/processing of submitted/incomplete print job until individual user authentication. • Fax function logically separated from other functions...(i.e. cannot dial in and access other printer functions.) 3) Support/Service Personnel • All personnel performing installation/repair at the Pantex Plant must be United States citizens (either U.S. born or naturalized citizens from non-communist block or non-former communist bloc countries) and, shall be required to prove their citizenship upon entry to the plant. • Contractor supplied service personnel shall be required to obtain and maintain a DOE Q Security Clearance. • Contractor shall assign sufficient qualified support/service personnel, including backup personnel to be available to report to the plant site during normal business hours (excluding holidays) to provide scheduled routine equipment maintenance and repair within 2 business hours when there is an unplanned equipment outage. 4) Support/Service • Contractor shall provide an electronic meter reading report within one work week. • Contractor shall provide, easy to read and understand reports with the following information: location, the serial number, when the service call was received, when the repairs were completed, a brief description of the problem, and the corrective action. Repeat problems from the previous month or months shall be noted. • Contractor shall provide the Technical Representative or appointee an electronic meter reading report. This report at a minimum shall list by location, the model, serial number, key operator, a cumulative year to date volume and the volume of copies/prints made for the preceding month based on meter readings. • Contractor shall provide an easy to read and understand bill each month. • Shall provide a local or toll free service call system/help line for normal shift and one for off-shift emergency repairs. • Shall supply backup devices, at no additional cost to Pantex, if the equipment cannot be operational within 2 business days. • Contractor support/service personnel shall turn over parts/components capable of retaining classified images to the Pantex Technical Representative or appointee for proper destruction. 5) Consumable Supplies • Contractor shall provide all consumable supplies (i.e., toner, staples, toner and developer containers, if required) as part of the contract. • Contractor shall maintain adequate consumable supplies (excluding paper) at each location to produce a volume of copies/prints equal to the upper limit of each individual equipment volume range. • Contractor shall provide a central phone number to call, in the event adequate supplies are not at the individual equipment locations. • Contractor shall deliver the supplies within 4 business hours, after the request is received. 6) Information Requirements • Contractor shall provide Pantex Technical Representative or appointee with customized electronic reports reflecting service history for the previous month. This report, at a minimum, shall list the equipment, serial number, when the service call was received, when the repairs were completed, a brief description of the problem, and the corrective action. Repeat problems from the previous month or months shall be noted. • Contractor shall provide the Pantex Technical Representative or appointee an electronic meter reading report. This report at a minimum shall list the equipment by the model, serial number, a cumulative year to date volume and the volume of copies/prints/items (as applicable) made for the preceding month based on meter readings. 7) Pantex Training • Contractor support/service personnel shall take and pass an initial thirty-two hour initial training program provided by Pantex to the Contractor at no charge. This training program will include, but is not limited to, training on radiation safety, environment, safety and health, security, and waste management as related to plant-site procedures. • Contractor support/service personnel shall take and pass the two-hour annual refresher training provided by Pantex to the Contractor at no charge during each year of the contract. • Other Pantex training as required will be provided by Pantex to the Contractor at no charge. 8) Replacing/Relocating/Removing Equipment • Contractor will supply identical replacement of machines that are experiencing excessive downtime as determined by the Pantex Technical Representative and will have the equipment delivered to the plant within 2 weeks of determination of replacement agreement. • Pantex maintains the right for flexibility to make changes on leased equipment annually without penalty in order to utilize the right sized and most efficient equipment for the current plant workload • Contractor will allow right sizing of copier/printer and/or copiers to a location every 6 to 12 months without penalty. • Contractor will allow Pantex to remove a copier/printer and/or copier from the Pantex plant site every 6 to 12 months with penalty. 9) Security Requirements • All personnel performing installation/repair at the Pantex Plant must be United States citizens (either U.S. born or naturalized citizens from non-communist bloc or non-former communist bloc countries) and, shall be required to prove their citizenship upon entry to the Plant. • Contractor support/service personnel shall obtain a DOE Q Security Clearance and enrollment in the Human Reliability Program (HRP). HRP enrollment requires undergoing a polygraph examination and psychological evaluation. • Component/parts that retain images or memory cannot be released from the plant site. The Contractor will identify all component parts for each proposed equipment model capable of retaining images/information. • Contractor support/service personnel shall obtain a DOE Q Security Clearance and enrollment in the Human Reliability Program (HRP). HRP enrollment requires undergoing a polygraph examination and psychological evaluation. • Remote diagnostic capabilities are not approved for use and will not be used. 10) Safety Requirements • Integrated Safety Management (ISM) requirements apply to this contract; the contractor is required to submit an Activity Hazard Analysis (PX-4798) to the Subcontractor Safety Group for review and approval prior to performing work. • Before the Contractor performs maintenance on any equipment located at other than the named locations, the equipment/location will be evaluated for work hazards and/or controls by the Subcontractor Safety Group. • The contractor will submit a Safety and Health plan for elevated work activities.
