- The Federal Bureau of Prisons, Privatized Corrections Contracting Office, Washington, D.C. is seeking quotes from sources having the ability to provide community-based outpatient Substance Abuse and Mental Health Services. The contractors will provide services within the city limits of Akron, Ohio. Performance periods under this contract will be for a one year base period to begin on May 1, 2011 with four (4) one-year option renewal periods with services ending (if all options are renewed) on April 30, 2016. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three, and Option Year Four respectively. The Following services are required and may be sub-contracted to another licensed contractor. The requirements for Transitional Drug Abuse Treatment and Mental Health Services for male and female Federal offenders include: Base Year: Estimated number of inmates = 50 Intake Assessments (one per inmate) for 50 inmates = 50 assessments Individual Counseling Sessions (30 minutes = 1 unit) 8 units (per inmate) x 50 = 400 units Group Counseling Sessions (30 minutes = 1 unit) 32 units (per inmate) x 50 = 1,600 units Mental Health Intake and Assessment (one per inmate) for 5 inmates = 5 units Psychiatric Health Intake & Assessment = 1 report per inmate x 1 inmates = 1 reports Individual Mental Health Counseling (30 minutes =1 unit) 24 units per inmate for 6 inmates = 144 units Group Mental Health Counseling (30 minutes =1 unit) 24 units per inmate for 6 inmates = 144 units Medication Monitoring (2 units per inmate) for 6 inmates = 12 monitoring units Option Year One: Estimated number of inmates = 52 Intake Assessments (one per inmate) for 52 inmates = 52 assessments Individual Counseling Sessions (30 minutes = 1 unit) 8 units (per inmate) x 52 = 416 units Group Counseling Sessions (30 minutes = 1 unit) 32 units (per inmate) x 52 = 1,664 units Mental Health Intake and Assessment (one per inmate) for 6 inmates = 6 units Psychiatric Health Intake & Assessment = 1 report per inmate x 1 inmates = 1 reports Individual Mental Health Counseling (30 minutes =1 unit) 24 units per inmate for 7 inmates = 168 units Group Mental Health Counseling (30 minutes =1 unit) 24 units per inmate for 8 inmates = 192 units Medication Monitoring (2 units per inmate) for 8 inmates = 16 monitoring units Option Year Two: Estimated number of inmates = 54 Intake Assessments (one per inmate) for 54 inmates = 54 assessments Individual Counseling Sessions (30 minutes = 1 unit) 8 units (per inmate) x 54 = 432 units Group Counseling Sessions (30 minutes = 1 unit) 32 units (per inmate) x 54 = 1,728 units Mental Health Intake and Assessment (one per inmate) for 7 inmates = 7 units Psychiatric Health Intake & Assessment = 1 report per inmate x 1 inmates = 1 reports Individual Mental Health Counseling (30 minutes =1 unit) 24 units per inmate for 8 inmates = 192 units Group Mental Health Counseling (30 minutes =1 unit) 24 units per inmate for 9 inmates = 216 units Medication Monitoring (2 units per inmate) for 9 inmates = 18 monitoring units Option Year Three: Estimated number of inmates = 57 Intake Assessments (one per inmate) for 57 inmates = 57 assessments Individual Counseling Sessions (30 minutes = 1 unit) 8 units (per inmate) x 57 = 456 units Group Counseling Sessions (30 minutes = 1 unit) 32 units (per inmate) x 57 = 1,824 units Mental Health Intake and Assessment (one per inmate) for 8 inmates = 8 units Psychiatric Health Intake & Assessment = 1 report per inmate x 1 inmates = 1 reports Individual Mental Health Counseling (30 minutes =1 unit) 24 units per inmate for 9 inmates = 216 units Group Mental Health Counseling (30 minutes =1 unit) 24 units per inmate for 9 inmates = 216 units Medication Monitoring (2 units per inmate) for 9 inmates = 18 monitoring units Option Year Four: Estimated number of inmates = 60 Intake Assessments (one per inmate) for 60 inmates = 60 assessments Individual Counseling Sessions (30 minutes = 1 unit) 8 units (per inmate) x 60 = 480 units Group Counseling Sessions (30 minutes = 1 unit) 32 units (per inmate) x 60 = 1,920 units Mental Health Intake and Assessment (one per inmate) for 9 inmates = 9 units Psychiatric Health Intake & Assessment = 1 report per inmate x 1 inmates = 1 reports Individual Mental Health Counseling (30 minutes =1 unit) 24 units per inmate for 10 inmates = 240 units Group Mental Health Counseling (30 minutes =1 unit) 24 units per inmate for 10 inmates = 240 units Medication Monitoring (2 units per inmate) for 10 inmates = 20 monitoring units The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) most recent Statement of Work, Northeast Region, dated June 2010No Master's Required, revised July 2010. The request for proposal will be available on or after January 5, 2011 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about February 7, 2011. Faith-Based and Community -Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. This requirement is unrestricted. The BOP anticipates awarding a firm-fixed price contract. All responsible business concerns may submit a quote which will be considered by this agency.
