- THIS PROCUREMENT IS A 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) FIRMS. The VA Medical Center located at 7305 N. Military Trail, West Palm Beach, FL intends to release an Invitation for Bid (IFB) for a firm-fixed-price contract for the construction of Project No. 548-11-200 entitled "Upgrade Boiler Efficiency" on or about January 10, 2011. Contractor will be responsible to provide all supervision, labor, materials, and equipment to perform general construction, alterations, and electrical work, necessary to improve the efficiency of the boiler system at the West Palm Beach, Florida VA Medical Facility. Work includes parts, labor and programming for digital control and combustion control interface "draft control" Variable Speed Drive of the burners, replace with new, the combustion gas economizers and the rigid insulated jackets for each boiler. All work unless otherwise noted, will be in accordance with drawings and specifications that will be issued with the solicitation package. Employee Identification and Security Clearance will be required for all contractor employees. Proper identification (valid citizen and non-citizen ID cards, valid passport or naturalization papers) will be required for access at the VA Medical Center. All work is to be completed within approximately 90 calendar days after date of receipt of notice to proceed. This includes final inspection and clean-up. The applicable North American Industry Classification System Code for this procurement is 238220. To be considered a small business under this code the SBA size standard must not exceed $14 million. The construction cost range for the project is between $250,000 and $500,000. The Invitation for Bid (IFB) solicitation will be issued on or about January 10, 2011. All information for this solicitation will be posted on FedBizOpps http://www.fedbizopps.gov. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings and subsequent amendments, if any. The solicitation will be issued pursuant to the authority of Public Law 109-461, 38 U.S.C. 8127 and 8128. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. Potential bidders MUST register at FedBizOpps www.fedbizopps.gov in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps website. All interested parties MUST be registered in the Central Contractor Registration (CCR) Database and Vendor Information Pages (VIP) at: www.vetbiz.gov database as a SDVOSB firm, and must have current record in the Online Representations and Certifications Application (ORCA) prior to bid opening. If you are not registered with CCR, you may request an application via phone at 1-888-227-2423 or register online at http://www.ccr.gov. You may register in VIP at http://www.vetbiz.gov. To complete Representations and Certifications with ORCA, you may go online at https://orca.bpn.gov. All interested contractors must ensure that their firms have the ability to provide 100% Performance and Payment Bonds. Award of contract will be SUBJECT TO THE AVAILABLITY OF FUNDS. NOTE: THIS SHALL BE A SERVICE-DISABLED, VETERAN-OWNED, SMALL BUSINESS SET-ASIDE. PROSPECTIVE CONTRACTORS ARE CAUTIONED THAT ANY BID OR PROPOSAL SUBMITTED IN RESPONSE TO THIS SOLICITATION MUST MEET THE CRITERIA IDENTIFIED BY 38 CFR, PART 74. ANY PERSON, PERSONS, OR BUSINESS ENTITY SUSPECTED OF MISREPRESENTING ITSELF FOR THE PURPOSE OF SECURING A GOVERNMENT CONTRACT MAY BE CRIMINALY INVESTIGATED AND PROSECUTED FOR FRAUD AGAINST UNITED STATES OF AMERICA. PARTIES FOUND MISREPRESENTING THEIR STATUS ALSO RISK DEBARMENT FROM FURTHER GOVERNMENT CONTRACTS.
