Description
The Postal Services plans to issue a fixed price contract to resurface parking lots at the Cleveland OH P&DC. This work involves furnishing of all labor, materials, equipment, permits, and services necessary to replace and/or resurface the asphalt parking lots. All work will be done in accordance with USPS approved specifications and drawings. Work for the facility includes, but is not limited to: LOT A: Existing asphalt pavement shall be milled 2" and receive an asphalt overlayment in select areas, the existing asphalt pavement shall be replaced with concrete pavement. Parking lot shall be restriped per original layout. LOT B: Existing pavement shall be seal coated and restriped. ADA parking shall be revised per latest code. In select areas, the existing concrete walk shall be replaced. In select areas, the existing asphalt pavement shall be replaced with concrete pavement. LOT C: Existing asphalt pavement shall be milled 2" and receive an asphalt overlayment. In select areas, the existing concrete pavement shall be replaced with asphalt pavement. Parking lot shall be restriped per new layout. LOT D: Customer parking shall be seal coated and restriped per new layout. Overflow parking shall be milled 2" and restriped per new layout. In select areas, the existing concrete pavement shall be replaced with asphalt pavement. LOT E: Existing asphalt pavement shall be milled 2" and receive an asphalt overlayment. Parking lot shall be restriped per original layout. LOT F: Concrete pavement shall be removed and replaced. Existing asphalt shall be seal coated. Existing ADA parking shall be relocated approximately 15' west out of the path of the entrance drive. A new access drive connecting LOT F and LOT G shall be constructed. LOT G: Existing asphalt shall be removed and replaced. Parking lot shall be restriped per new layout. ADA parking shall be revised per latest code. New signage shall be provided. LOT H: Concrete pavement shall be removed and replaced in select sections. Handrail on accessibility ramp shall be replaced. The estimated cost of the project is between $2,200,000 and $2,500,000 with construction completion within 280 calendar days from receipt of notice to proceed. Contractors must submit a Qualification Statement with their price proposal. Only the most qualified contractors will be considered. To be considered the company must be financially capable, have a minimum of five years total experience in parking lot projects, and have completed two comparable projects within the past five years, one of which may be ongoing. Comparable projects are defined as parking lot replacement at a cost of $750,000 or greater. The Qualification Statements will be evaluated in accordance with the criteria stated, in the following order of preference: Experience/ performance and capabilities. The price proposals for only the most qualified contractors will be considered. The Postal Service will select the offeror that provides the best value to the Postal Service. Additional Requirements: •· Limit radius from site to be no more than 250 miles for the General Contractor. •· Licensed General Contractor and Subcontractors for the State of Ohio. •· Home office established within the past 24 months in the 250-mile radius. A P RE‑PROPOSAL MEETING WILL BE HELD AT THE SITE (POST OFFICE LOBBY) ON TUESDAY, JANUARY 4, 2011, AT 11:00 A.M. ATTENDANCE IS HIGHLY RECOMMENDED. The preferred method of payment is by credit card (VISA, MasterCard, or American Express will be accepted). Provide your credit card number and reference the solicitation number in your request. All proposal information received is CONFIDENTIAL until award of a contract. Upon award, the name of the successful offeror and the amount of the contract will be released as public information. The names of offerors and the amount of their offers will not be released as public information. This information is exempt from disclosure under the Freedom of Information Act, Exception 4.
