Description
This is NOT a pre-solicitation notice pursuant to FAR Part 5, but Market Research to identify sources that possess the expertise, capabilities, experience, and facilities to meet the requirements for build to specification acquisition of Polyalphaolefin (PAO) Cooling Cart (PAOCC). The PAOCC shall be a self-contained, diesel/electric powered, wheeled-cart mounted, PAO coolant conditioner in support of aircraft avionics and radar systems during testing and maintenance of these systems. The PAOCC shall use Polyalphaolefin (PAO) in the coolant circuit. The coolant flow shall be manually adjustable and be capable of providing a flow rate between nine (9) and twelve (12) gallons per minute. The PAOCC shall be capable of providing a minimum heat load removal of 15 kW. The PAOCC coolant temperature shall be manually adjustable and shall be capable of supplying and regulating PAO at a temperature of between 13°C and 17°C (15°C set-point +/- 2°C). The PAOCC shall be capable of pumping PAO throughout the aircraft cooling system. The pump inlet-outlet minimum pressure drop shall be 85 psid with a coolant flow rate of 9.5 gallons per minute (GPM) at a nominal inlet temperature of 40 degrees F. The pump shall not exceed a maximum dead head pressure of 150 psig. The PAOCC shall capable of operation at ambient air temperatures from -18°C to +52°C. The PAOCC shall be capable of operation in extreme environmental conditions, including those associated with desert conditions of blowing sand and dust, salt-rich atmospheres at seaside, blowing rain and high humidity. This notice does not constitute an invitation for bid or request for proposal and is not to be construed as a commitment by the Government. The Government will not reimburse contractors for any cost incurred. Both large and small businesses are encouraged to participate in this Market Research. The applicable North American Industry Classification (NAICS) Code is 336413. Joint ventures or teaming arrangements may be advantageous.
