Description
The interest of potential and eligible contractors in an Indefinite Delivery/Indefinite Quantity (IDIQ) Design/Build Multiple Award Construction Contract (MACC) at U.S. Army Installations in Honshu, Japan, are requested to respond to this notice. Presolicitaion Conference/Site Visit will be conducted at Camp Zama or U.S. Army Installations in Kanto Plain, Japan, around Mar 2011 (The date will be specified in the Solicitation to be further synopsized). The MACC is used for execution of a broad range or maintenance, repair and minor construction and may include design. Contractors will be expected to accomplish a wide variety of individual construction tasks, including design/build (ranging from approximately 35% up to 100% design effort), renovation, additions/upgrades, along with specific work in electrical, mechanical, civil, heating/ventilation/air conditioning and other major trades at U.S. Army on-base facilities in Honshu, Japan. The program value may be Not-to-Exceed Y7,500,000,000 over a five-year period. Each contract awarded will contain a basic 12-month period and four (4) 12-month option periods. Individual task orders may range between Y1,000,000 and Y150,000,000 with most task orders falling in the range of Y5,000,000 and Y100,000,000. The number of contracts that may be awarded is unknown at this time, but will be no more than ten (10). This acquisition will be unrestricted; however, the MACC solicitation shall include clauses authorized for the purpose of construction effort in Japan: FAR 52.236-7 (modified IAW AFFARS 5336.507, to read “Government of Japan”) and DFARS 252.225-7042, under which OFFERORS ARE REQUIRED BE FIRMS THAT HAVE BEEN REGISTERED AND HOLD CONSTRUCTION CONTRACTOR LICENCE UNDER LAW OF JAPAN.
