Draft Performance Work Statement General Information: This SOURCES SOUGHT NOTICE is to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) that can provide the required work outlined in the attached draft Performance Work Statement (PWS). This Sources Sought Notice is for information and planning purposes only and should not be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this Notice. No reimbursement will be made for any costs associated with providing information in response to this Notice. Respondents will not be notified of the results of this evaluation. Capability statements will not be returned and will not be accepted after the due date. This synopsis does not constitute a Request for Proposal (RFP). Description: The purpose of this announcement is to request information as to the availability of small businesses with the capability to provide technical assistance and logistical support to the Striving Readers Comprehensive Literacy (SRCL) formula and discretionary grantees. The Department of Education (ED) is planning to release a Request for Proposals (RFP) on or about February 4, 2011 for the services of a contractor to provide technical support and other services to Striving Readers Comprehensive Literacy (SRCL) formula and discretionary grantees. The contractor shall provide technical assistance for SRCL grantees; specified administrative support for ED's SRCL program staff; and logistical support for annual grantee meetings and Webinars. The contractor shall also collect and analyze Government Performance Results Act (GPRA) and Annual Performance Report (APR) data for the SRCL grant program and provide Department of Education staff with information that can be used to respond to Congressional, Office of Management and Budget (OMB), and other Departmental inquiries about the program. Background: The Striving Readers Comprehensive Literacy grant program is authorized as part of the FY 2010 Consolidated Appropriations Act (Pub. L. No. 111-117) under the Title I demonstration authority (Part E, Section 1502 of the Elementary and Secondary Education Act (ESEA)). The FY 2010 Appropriations Act provides $200 million under Section 1502 of the ESEA for a comprehensive literacy development and education program to advance literacy skills for students from birth through grade 12. The Act reserves $10 million for formula grants to assist States in creating or maintaining a State Literacy Team with expertise in literacy development and education for children from birth through grade 12 that will assist States in developing a comprehensive literacy plan. Objective: 1. This Request for Information (RFI) requests capability statements from small business vendors only. This draft Performance Work Statement (PWS) is primarily a Fixed Price Performance-Based Acquisition (PBA) with mission-oriented objectives, event-driven performance measures, metrics, incentives and disincentives. 2. This RFI is to assist in a small business determination. The scope of the draft PWS encompasses Contractor support to provide technical support and other services to Striving Readers Comprehensive Literacy (SRCL) formula and discretionary grantees. The contractor shall provide technical assistance for SRCL grantees; specified administrative support for ED's SRCL program staff; and logistical support for annual grantee meetings and Webinars. The contractor shall also collect and analyze GPRA and APR data for the SRCL grant program and provide Department of Education staff with information that can be used to respond to Congressional, OMB, and other Departmental inquiries about the program. a. Provide logistical support for all grantee meetings b. Plan and support all Webinars c. Provide technical assistance to discretionary grantees and to State Literacy teams d. Provide consultative assistance to States and districts e. Propose expert speakers for conferences and meetings f. Create Monthly News Bulletin g. Create and implement a plan for professional development h. Submit expenditure/progress reports i. Collect and analyze GPRA/APR data j. Conduct an analysis of data collected and submitted through annual reports and other data sources 3. The Small Business Administration (SBA) uses the North American Industry Classification System (NAICS) Codes to establish size standards on an industry by industry basis. The NAICS code for the MSIX is 541611, Administrative Management and General Management Consulting Services. The size standard for this code is based on average annual receipts of $7,000,000 for three most recent completed fiscal years. Based on the size standard established, please provide whether or not your company is small or large. If you are a small business please also indicate if you are an 8(a) or a HUBZone business. 4. In addition to the discussion of the implementation of technical assistance and other services to the above standards, a series of questions regarding capability must be answered. a. Company Name, DUNS Number, Company Address, Point of Contact, Telephone Number, e-mail Address, and Size of your Organization (i.e. Large Business, Small Business) as validated via the Central Contractor Registration (CCR), using as the basis for your response. b. Describe your level of knowledge regarding the following: i. Understanding of how and why the Federal government monitors subgrantees ii. Working with State education agencies in literacy work such as early literacy skills for children from birth through age five, and/or with adolescent youth who are reading below grade level iii. Experience providing technical assistance on pre-literacy skills, reading, and writing for students birth - grade 12 including limited-English-proficient students and students with disabilities iv. Experience providing PD to educators for students (including limited-English-proficient students and students with disabilities) who need academic enrichment as they are working above grade level v. Providing technical assistance in writing Literacy Plans to: 1. SEAs 2. LEAs 3. Non-profits vi. Assisting SEAs, LEAs, Non-profits in implementing literacy plans vii. Expertise in literacy develop and education for children from birth through grade 12 viii. Expertise in characteristics of effective literacy instruction through professional development, screening and assessment, targeted interventions for students. ix.Expertise in students reading below grade level or other research-based methods of improving classroom instruction and practice. x. Expertise in grant administration and writing monitoring reports. c. Responses should identify any current or potential future regulatory or security concerns. Structure of Responses: The deadline to submit questions via e-mail in response to this RFI is December 28, 2010, 1pm Eastern Time. Response to all questions will be posted on FBO.gov, for all potential offerors no later than January 4, 2011. The Government will not accept questions regarding this Request for Information after the due date listed above. Offerors should submit capability statements in respond to this RFI by e-mail (only) to the Contract Specialist copying the Contracting Officer by January 11, 2011, 1pm Eastern Time. Limit response to a maximum of 15 pages, using 12 point font.
