Description
SIR Description: This is a small business set-asideThe Federal Aviation Administration (FAA) Western Service Area, Los Angeles, CA has a requirement to replace the chilled water plant at the Los Angeles (LAX) Airport Traffic Control Tower (ATCT). Work includes but is not limited to the following: 1. Remove and replace three 80 ton chillers and associated 100 ton air cooled condensers, including, but not limited to, associated refrigerant piping, chilled water piping up to isolation valves, disconnect switches, VFD's, duct plenum, ductwork connections, controls, electrical, etc. 2. Remove and replace three chilled water pumps and piping accessories up to isolation valves, including, but not limited to, new flex connectors, suction diffuser, triple duty valves, pressure gauges, and electrical. 3. Provide new electrical panel with three new circuit breakers with adjustable trip settings to serve the three new chillers, respectively. Replace condenser circuit breakers in an existing electrical panel with new circuit breakers sized for new condenser loads. 4. Replace one existing 6'00" x 7'00" double door located in a CMU block wall with a new double door to accommodate equipment access and installation to equipment room. The air conditioning systems specified herein or shown on the drawings shall be complete, functional, and operational in all respects. Award will be made to the lowest priced, technically acceptable offer. ONLY OFFERORS MEETING THE EVALUATION CRITERIA DESCRIBED BELOW WILL BE CONSIDERED FOR AWARD Past Performance - The offeror must demonstrate successful completion of Air Conditioning System/HVAC projects of same or similar scope and complexity (including chilled water systems, pump systems, DX systems and refrigerant piping, and other HVAC systems), with at least six (6) projects completed or in progress during the last five (5) years. Qualifications of Key Personnel - Key personnel must have at least ten (10) years of related work experience in managing Air Conditioning/HVAC installations, AND at least fifteen (15) years of related work experience in installation of air conditioning/HVAC systems. Related installation experience includes:chilled water systemspumping systemsDX systems and refrigerant pipingother HVAC systems andElectrical installation experience Technical Approach - The offer will be evaluated on the degree to which the offeror demonstrates an adequate technical understanding of the work set forth in the Scope of Work/Specifications as it relates an adequate approach and sufficient systems that reflect how the offeror intends to efficiently and effectively accomplish the requirements in a customer-focused and timely manner while understanding that the LAX ATCT is a critical facility that operates 24 hours a day, 7 days a week. Contractors must have an active registration in the CCR before contract award can be made. Contractors can register at: www.ccr.gov The work will be performed in strict accordance with the specifications and contract provisions under the subject contract. Award of a firm-fixed-price contract is being contemplated to a responsible offeror who submits the responsive offer to this requirement.
