Description
Reference: FAA draft SIR DTFAWA-10-R-ECSS 1. PurposeThe purpose of this announcement is to notify interested parties that the FAA intends to issue a final Screening Information Request (SIR) for the unrestricted portion of the Enterprise Communications Support Services (ECSS) acquisition during the latter half of January 2011. The SIR for the small business set-aside portion of the ECSS acquisition will be released later in the 2011 calendar year. The FAA intends to award two competitive single-award Indefinite Delivery Indefinite Quantity (IDIQ) contracts (one unrestricted competition and one small business set-aside) for ECSS services during calendar year 2011. The contracts will each have approximately: Two-year Base period with Five (5) One-Year option periods. 2. Description of the Required ServicesThe ATC Communications Services Directorate is responsible for the implementation and execution of communications infrastructure programs supporting the National Airspace System (NAS). Three of the programs - System Wide Information Management (SWIM), Data Communications (DataComm), and NAS Voice System (NVS) - are designated as "NextGen-enabling" programs because of their fundamental role in supporting the transformation of the NAS to the Next Generation Air Transportation System (NextGen). The ECSS Contractors will provide vital support to the planning, procurement, implementation, and execution of these and other ATC Communications programs as they progress through their life cycles. The contracts will provide a broad range of Program Management, Acquisition Support, System Engineering, Operations Management/Support, Business & Financial Management, and other services required by directore. 3. GeneralThe SIR and any documents related to this procurement will be available on the FAA Contract Opportunities website. The SIR will be issued through electronic means only; no hard copies will be available. Offerors will be given 60 days for preparation of proposals from the posting date of the SIR announcement on FAACO. Contract award is estimated to be in the August/September 2011 timeframe. NOTE: The final SIR will have a new solicitation number to reflect the new fiscal year.
