- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE NOT AVAILABLE. This is NOT a request for proposals, only a request for sources that are capable of performing this construction project. Cover letters and unnecessary elaborate brochures, or other presentations beyond those sufficient to present a complete and effective response are not desired. Telegraphic and facsimile submissions will not be accepted. Solicitation packages are not provided and no additional project information will be given to firms during the announcement period. Personal visits for the purpose of discussing this announcement will not be scheduled. The U.S. Army Corps of Engineers, Rock Island District intends to solicit for this construction project; Rice Lake Habitat Rehabilitation and Enhancement Project (HREP), Stage I located at LaGrange Pool, Illinois Waterway, Banner, Illinois. The construction project work may include, but not be limited to: clearing and grubbing, excavation, overflow spillway, pre-cast concrete box culvert, reinforced concrete outlet structure, reinforced concrete pump station, masonry control building, three submersible 48-inch pumps, motors, motor control center, chain-link fencing, granular surfacing, stone protection (bedding stone and riprap), dredging, water control structures, gatewell structure, fish egress structure, discharge channel, and seeding. The timeframe to accomplish this work would be over two construction seasons. The project area encompasses over 4,000 acres with access limited to either end. The upstream access road terminates at a public boat ramp so the Contractor must maintain one lane of traffic at all times. The downstream access road is also used by a local quarry. Portions of the project area will not be accessible during various times of the year and will largely depend on the elevation of the Illinois River. The Contractor will need to coordinate with the local utility company to provide electrical service to the project site to include reconstruction of the primary line, an overhead transformer, and secondary conductors. The pump station is to be constructed adjacent to the river and dredging will be required to provide a channel to the pump station intake. A portion of the overflow spillway will be constructed across an interior lake using material from the adjacent lake bottom. The elevation of this lake will vary and will often fluctuate with river elevations. Coordination with the local Sponsor will be required (Illinois DNR), especially during the fall, when the area is utilized for duck hunting. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents WILL NOT be notified of the results of the evaluation. Responses must be received no later than Monday, December 27, 2010. Please clearly indicate the solicitation number, project name Rice Lake HREP Stage 1, in the subject line of the email or on the outside of the package. Proposals must be received by no later than 4:00 PM CST on the indicated response date. Submittals by facsimile transmission will not be accepted and will be considered non-responsive.
