Description
This announcement constitutes a sources sought synopsis for purposes of conducting market research. Market Research is being conducted to seek qualified contractors other than Northrop Grumman Space & Mission with the skills, knowledge, and resources required to complete this effort. The Government is seeking qualified contractors to provide engineering and technical support services. These services are to support the B-2 war fighter's Low Observable and Advanced Composites structures. The Air Force is in the process of preparing documentation to gain the required approval to issue a sole source Justification & Approval (J&A) for proposal to Northrop Grumman who is currently supporting the Air Force in this capacity. Statutory authority is 10 U.S.C. 2304 (C) (1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302-1. This sources sought synopsis is for information and budget planning only and does not constitute a solicitation, nor is it to be construed as a commitment by the Government. Northrop Grumman Space & Mission, Fairfax, Virginia is the only known source that has the requisite expertise of executing required engineering and technical services to support the B-2 war fighter's Low Observable and Advanced Composites structures. Northrop Grumman is the Original Equipment Manufacturer (OEM) for the B-2 and owns the proprietary data and drawings used by the B-2 Composites shop and the 309th Commodities Maintenance Group (CMXG) on Hill Air Force Base. The proprietary data is used to design, develop, and integrate repair and manufacturing improvements for the B-2 composite program. The Ogden Air Logistics Center (OO-ALC) and the 309 Maintenance Wing (MXW) is designated as the source of repair for all B-2 composite structures.. Subject to the Government's consideration, a viable source, not already qualified to provide the requisite services should submit a concise and service specific response presenting sufficient information to substantiate that: (1) they possess the necessary skills and resources to design, develop, and integrate manufacturing improvements for the B-2 composite program (2) they possess the OEM proprietary data and drawings used to design, develop and integrate manufacturing improvements for the B-2 composite program. This notice of intent is not a request for competitive proposals. The Air Force will not pay for either the effort or the associated costs to respond, or for any information provided. The information provided is considered market research and may be utilized by the AF in developing its acquisition strategy Statement of Objectives, and Performance Specifications. Any proprietary information that is submitted may be used as a general concept but specific information will be safeguarded as proprietary, if so marked. A determination by the Government not to compete this proposed contract based upon responses to information received will be normally considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be submitted by 12:00 pm MDT on January 3, 2011 to the 309 MXW/QPC, ATTN: James Jaramillo, 5851 F Avenue, Bldg 849, Room C-12, Hill AFB UT 84056-5713, or james.jaramillo@hill.af.mil. Questions will be accepted electronically directly from the requestor. The Government will post responses to industry questions within the Federal Business Opportunities (FBO) website. When responding please include: 1. Company Name and Cage code 2. Who is your POC please provide email address and phone number. 3. Experience with same or similar items, Please describe. 4. Suggested NAICS Code 5. Business Size Classification for NAICS and qualifications if any as any sub-category. (i.e. 8(a), HUBZone, SDVOSB, etc.) 6. Would you be a prime or subcontractor? 7. Response to (1) & (2) above.
