Description
MARKET SURVEY FOREIGN MILITARY SALES (FMS) GLOBAL PEACE OPERATIONS INITIATIVE (GPOI) INTRODUCTION The Naval Air Warfare Center, Training Systems Division (NAWCTSD), Orlando FL, is conducting a market survey to identify potential sources to procure, ship and install training aids in foreign countries to train military and police units identified under the Department of State Global Peace Operations Initiative. The training aids will support the training exercises created by the Naval Postgraduate School Center for Civilian-Military Relations (CCMR) and will be delivered and installed in foreign training centers and compounds. Three different categories of training aids will be procured. The first category of training aids is for the design and installation of electronic classrooms that support the training curriculum. In a very limited number of cases the contractor may need to modify an existing building to bring it up to standards required for an electronic classroom. The second category of training aids includes equipment required to conduct field exercises within the foreign country's training compound. Types of aids include but are not limited to radios/communications gear, riot gear, personal protection equipment and in some cases tents, cooking equipment, and personal hygiene equipment. The third category of supplies that might be required includes vehicles that would be used within the country's training compound. Possible types of vehicles are trucks, water purification units and generators. The responses to this Market Survey will be used to determine if the procurement will be set-aside for a small business category. PLACE OF PERFORMANCE The foreign destinations may include but not be limited to the following countries: • Central and South America: Argentina, Bolivia, Chile, El Salvador, Paraguay and Uruguay • North Africa & Middle East: Ethiopia, Jordan, Morocco and Tunisia • Pacific: Fiji and Philippines • Sub-Sahara Africa: Benin, Botswana, Ghana, Kenya, Malawi, Mali, Mozambique, Senegal, South Africa and Zambia • Asia: Bangladesh, India, Malaysia, Mongolia, Nepal and Thailand • Eastern Europe: Bulgaria, Czech Republic, Hungary, Latvia, Lithuania, Moldova, Poland, Romania, Slovakia and Ukraine DISCLAIMER THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. PROGRAM BACKGROUND In 2004 the G8 identified growing gaps in international peacekeeping operations and created a new policy based on the previous Enhanced International Peacekeeping Capabilities (EIPC) program which provided electronic classrooms. This new program is the Global Peace Operations Initiative (GPOI). The GPOI program focuses on the partner country's trainer cadre gradually progressing from being trainees to assuming responsibility for conducting field operation training and ultimately assuming more global peacekeeping responsibilities. The EIPC program has been subsumed into the GPOI program. Additional GPOI background information is available at http://www.state.gov/t/pm/ppa/gpoi/. TECHNICAL CAPABILITIES (Within the last 3 years) 1. Describe your company's experience in developing and installing a LAN type electronic classroom either for the US or foreign governments. 2. Describe your company's experience in procuring and shipping LAN type electronic classrooms and field operations equipment to a foreign country. Field operations equipment would include items such as radios, hygiene equipment, tents, cooking facilities, riot gear, personal protection equipment possible and on rare occasions a vehicle to move trainees within a training compound during operations training exercises. 3. Describe your company's experience in subcontracting with foreign nationals to assist with facility modifications for electronic classroom installations. 4. Describe your company's FMS experience with the countries listed in the PLACES OF PERFORMANCE paragraph. 5. Describe your company's experience in any export business activity and list any licenses or certifications your company holds. 6. If your company does not have extensive experience in any of the areas noted above, then describe what strategies your company would use to acquire the technical capabilities. SPECIAL REQUIREMENTS Any resulting contract will be compliant with the specialty metals restriction of the Berry Amendment. BUSINESS DESCRIPTIONS 1. Identify your company's business size. Identify any small business certifications your company presently holds. 2. If your company is in the 8(a) program also provide your graduation date. 3. The Government may determine that some procurements should be made on a cost type basis; therefore, indicate when DCMA approved your Cost Accounting System and Purchasing System. 4. Indicate if your company is interested in being a prime contractor or a subcontractor. 5. Describe any teaming or joint venture arrangement your company would pursue to meet the TECHNICAL CAPABILITIES. 6. Register in the ORCA System at http://orca.bpn.gov. ORCA is an e-Government initiative that was designed by the Integrated Acquisition Environment (IAE) to replace the paper based Representations and Certifications process. Electronic responses must be received by Michael.Bumpus@navy.mil no later than 1:00 p.m. Eastern Standard Time on 10 JAN 2011. 3. A brief capabilities statement package (no more than ten 8.5 X 11 inch pages and font no smaller than 10 point) demonstrating ability to perform the services listed in this Technical and Business Descriptions. Responses should mirror the numbering system in the Technical and Business Description sections. 4. All responses shall include the company name, address and CAGE CODE. The response shall also include the point-of-contact (POC) including name, phone number and e-mail address. 5. Information and materials submitted in response to this request WILL NOT be returned. 6. All activity concerning this procurement shall be posted to FEDBIZOPS; therefore, no phone or e-mail solicitations with regards to the status of any resulting RFP will be accepted prior to its release.
