- REQUEST FOR INFORMATION/CONFIRMATION OF INTEREST/INDUSTRY COMMENT (RFI) This Request for Information is issued by SAIC-Frederick (SAIC-F) in support of its prime contract awarded by the National Cancer Institute. This document should not be construed as a solicitation or as an obligation on the part of SAIC-F, or the Government. SAIC-F does not intend to award a subcontract(s) on the basis of responses to this RFI, nor pay for the preparation of information provided herein. _____________________________________________________________________________ A. Background and Intent of this Request The National Cancer Institute at Frederick (NCI-F) is a research facility located within Ft. Detrick in Fredrick County, Maryland. SAIC-F is the operations and technical support contractor for the facility and is preparing a solicitation for solid waste disposal, for collection of both trash and recyclable materials. NCI-F consists of 71 occupied buildings and approximately 2500 personnel that generate roughly 162,000 lb of trash per month, along with 1100 lb of plastic (#1, #2 and #4 combined), 450 lb of glass (clear and colored combined) and 200 lb of aluminum containers per month. This RFI has been issued so potential vendors may offer information to assist SAIC-F prepare a clear and thorough request for proposal. B. Specific Information Requested 1. Is it feasible for you to provide quantity (tonnage) data on waste collected and disposed of? How is this normally done? 2. Are your firm's standard terms of contract and methods of payment based on a lump sum per month, unit price, dumpster rental plus disposal, etc? Is it the same for trash as for recycling? 3. Where are your ultimate waste disposal outlets and is trash normally incinerated or sent to landfill? 4. What frequency of waste pickup is usual for a facility of this size and waste generation? How is that frequency adjusted? 5. What commodities are currently practicable for recycling? 6. Is it feasible to provide quantity of recyclables collected? How is this normally done? 7. What are your company's requirements for recycling services, i.e. minimum quantities, minimum collections per month, centralized pickup, segregation requirements, etc.? 8. Is it cost effective to segregate recyclables? To what extent? 9. What recycling, if any, do you do with items from the normal dumpster waste stream? 10. How are metal articles or pieces too large for a recycling dumpster normally handled? 11. Any other comments regarding trash removal and recycling that may assist in developing a solicitation?
