- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with GE Aviation Systems Limited, for the procurement of fifty three (53) sets (one hundred six (106) each) of Part number 53100101, V-22 Optical Blade Tracker Assembly. These assemblies will be used at the Organizational Level of Maintenance to automatically measure the track of each proprotor blade on the V-22 aircraft, record vibrations, track data, and identify the required adjustments. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not possess the drawings or technical data for the Optical Blade Tracker Assembly to permit full and open competition. GE Aviation, the Original Equipment Manufacturer (OEM) of this Assembly owns the technical data and engineering drawings and all rights to this information. They are unwilling to sell this information or any data rights to the Government. Without that information, the Government is unable to organically design or solicit an Optical Blade Tracker Assembly with the proper interfaces that are required to ensure compatibility between the Assembly and the OBT end product. The Government intends to purchase these assemblies directly from the OEM. This is not a request for competitive proposals. A determination by the Government not to open the requirement to competition based upon responses to this notice, is solely within the discretion of the Government.
