Description
Market Survey for Request for Information Objective: The objective of this requirement is to obtain an experienced team to provide training curriculum development and instructor-led training services for the General Services Administration's Office of Small Business Utilization. "Medium-size" businesses are defined loosely as firms too large to qualify for Federal procurement preference programs reserved for small companies, but too small to compete with the largest of companies. While no definition currently exists for procurement purposes, these companies can have annual sales roughly anywhere between $50 million and no more than $500 million. The final training curriculum will provide learning tracks to address pertinent topics relevant to: 1) small or medium-sized businesses that are new to the Federal procurement marketplace and 2) businesses that have "outgrown" their respective U.S. Small Business Administration size standards/procurement preference programs and need assistance in competing in the federal marketplace at the next level. The desired outcome is to: •· Create a robust 40-hour training curriculum for 50-100 participants per cohort to "pilot" in GSA's National Capital Region (D.C. Metropolitan Area) and the Northeast/Caribbean region by May 2011, and deliver in GSA's nine other regions across the country in FY 2011-FY 2012. (Eleven curriculum deliveries, with 550-1,100 total participants). All participants are required to attend all training segments and a certificate of completion will be proof of course completion. •· Help small businesses lay a solid foundation for long-term growth beyond set-asides and other procurement preferences •· Nurture "graduating," "graduated," and other mid-size firms for sustained growth and success in the federal marketplace •· Incorporate a virtual component to the classroom training offerings to support the agency's Sustainability goals and provide wider access to participation beyond the eleven classroom site deliveries in FY 2011-FY 2012 described above The responses to this RFI will be used for informational purposes only. This is not a solicitation. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. The GSA is not seeking or accepting unsolicited proposals. The GSA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense. This RFI notice is for informational purposes only and shall not be construed as a commitment or a promise of a contract by the Government. At this time, the type of competition has not been determined. GSA will make a determination as to the type of procurement at a later date. Capabilities Coverage •· The purpose of this RFI is to solicit industry, academia, and non-profits experienced in providing quality course curriculum development to assist GSA in establishing this GSA Small and Mid-Size Business Development Program Training. •· GSA's desired deliverables include a robust 40-hour training curriculum that will mandate participation in all courses and tangible verification by issuing a certificate of completion. GSA's proposed curriculum and initial strategy is described above; however, new approaches, suggestions or expansions on the current approach are strongly encouraged. The principle North American Industry Classification System (NAICS) code for this effort is 541611 Administrative Management and General Management Consulting Services. In order to ensure comprehensive results from this effort, GSA requires the following information from interested vendors: 1. Proof of organization type: a. Name of organization, street and email address b. Preferred point of contact, title, phone number and email address c. Primary NAICS Code(s) and Size of Company (as defined by SBA size standards), if applicable d. Current Government Schedules (if any) e. Start and Completion dates of 8(a) Program participation, if applicable f. Provide all current Federal certifications/designations (if any) g. Participation in Federal contracting or other mentoring programs (if any) 2. Capability Statement - Provide no more than two typewritten pages that describe all relevant past performance within the past five years (January 2005 to present) in similar projects. This document should include the type of training provided by your organization, course description, target audience, client or agency name, dates of performance, training venue (including city and state) contract value, and number of attendees who participated in the training. 3. Provide strategies for fulfilling this requirement as well as improvements to or expansions on the above proposed curriculum. 4. Optional supplementary materials such as coursework syllabi, course materials, videos of actual instructor-led training sessions performed by the vendor, etc., are welcomed. GSA will not be responsible for returning any materials submitted as a part of this RFI to the owner. 5. Sustainability component. GSA is committed to supporting the agency's Sustainability goals and maximizing the use of technology and other media to ensure initial and scalable, long-term training delivery has minimal negative impact on the environment. Vendors are asked to provide their methodology for making this training course available by the Internet or any other means that will reduce the use of paper and greenhouse gas emissions, etc. All responses to this RFI must be received by January 6, 2011.
