- Naval Facilities Engineering Command South East (NAVFAC SE) in Jacksonville, Florida intends to solicit and award a combination firm fixed priced and Indefinite Delivery Indefinite Quantity (IDIQ) contract for Facility Investment Services. The place of performance is at the Marine Corps Logistics Base (MCLB) Albany, GA. The contract term will be a base period of one year plus four option years. Only the base period of the contract will offer a minimum guarantee. This contract will replace a contract for similar services awarded in 2005 for $1,593,814.36 (firm-fixed price portion) and $16,142,241.44 (indefinite quantity estimate/maximum value per year). Information about the current contract and the incumbent contractor will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information The contract will be procured using negotiated procedures, as it has been determined in accordance with FAR 6.401 to be the most appropriate method of contracting for the subject project. The best value continuum source selection process to be used for this acquisition is the tradeoff analysis process as described in FAR 15.101-1. The proposed contract is a 100 percent small business set-aside. The Government will only accept offers from small business concerns. The NAICS Code for this procurement is 561210 and the annual small business size standard is $35.5M dollars. All responsible sources may submit a proposal which will be considered by the agency. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. Description of Services: The proposed requirement includes all labor, management, supervision, tools, material, and equipment required to perform Facility Investment Services aboard Marine Corps Logistics Base Albany GA. Facilities Support Services includes, but is not limited to the maintenance, repair, alteration, demolition, certification, testing and minor construction at various locations at Marine Corps Logistics Base, Albany GA on the following: (1)HVAC and Refrigeration Systems, (2)Air Compressors, (3)Weight Scales, (4)Force Protection Systems, (5)Above Ground Storage Tanks, (6)Dust Collectors, (7)Boilers, (8)Fire Protection Systems, (9)Backflow Prevention Devices, (10)Vertical Transportation Equipment, (11)Grease Traps, (12)Exhaust Hoods and Ducts, (13)Compressed Natural Gas Stations, (14) Generators, (15) Other Sustainment, Restoration, and Modernization to Building Structures, Building Systems, Roads, and Paved Surfaces, as described in Annex 1502000 in the work statement/specifications that will be provided in the solicitation. SITE VISIT: Attendance to the scheduled site visit is encouraged to inspect the equipment and site where the work will be performed. All are invited to attend the pre-proposal conference and site visit for the project. Firms participating in the pre-proposal conference and site visit will not be directly compensated for their participation. Pre-proposal conference/site visit will be held on January 18,2011 at 9:30 am at Marine Corps Base Albany, GA NAVFAC SE ROICC BLDG 5500 Walker Avenue Albany, GA 31704 For Base Access at the gate, you must have a picture ID, vehicle registration, and proof of insurance. Please arrive early as it may take some time to get the vehicle pass. All passengers in the vehicle must have a picture ID. In accordance with FAR Section 5.102, availability of the solicitation will be limited to the electronic medium and the Government will not provide copies. It is the offerors responsibility to check the NECO website periodically for any amendments to the solicitation, as this will be the only method of distribution for amendments. The Government will not pay for information requested nor will it compensate any respondent for any proposal. The successful offer must be currently registered in the Department of Defense Central Contractor Registration (CCR) database, with a valid DUNS number, prior to contract award.
