- The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to PerkinElmer Health Sciences, Inc., 710 Bridgeport Avenue, Shelton, CT 06484 for the acquisition of a one year services agreement for ELAN6000 Inductively Coupled Plasma Mass Spectrometer (ICP-MS). This Basic Coverage agreement includes one preventive maintenance visit, parts, labor, travel, phone support. Routine maintenance must be conducted in accordance with the manufactures recommendations to insure proper operation of the ICP-MS: this would include the use of certified PerkinElmer parts and factory trained and certified engineers. All instrumentation manufactured, sold and serviced by PerkinElmer is proprietary. PerkinElmer is the sole source for new or factory remanufactured parts. PerkinElmer do not certify third party technical service or any dealer or distributors. This is an on-going service maintenance agreement and to use another contractor would void existing services warranties of the instrument. EPA has identified PerkinElmer Health Sciences, the only vendor capable of satisfy the requirement. The circumstance permitting is FAR 6.301-1, 'only one responsible source'. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
