- Description
- Synopsis: U.S. Immigration and Customs Enforcement (ICE) intends to issue a Request for Proposal (RFP) for Communications and Outreach Services for support to the Office of Secure Communities (OSC). BACKGROUND: OSC, a division of the Enforcement and Removals Operation of ICE, works with federal, state, and local law enforcement agencies to identify, process, and remove criminal aliens from the U.S. SCOPE: OSC requires a partnership with a marketing communications firm to develop and implement a strategic public information and education plan that includes strategic counsel, planning and implementation, message development, stakeholder relationship management and outreach, internal communications, media monitoring and analysis, congressional relations support, event planning and implementation, development of a speakers bureau, and materials production, distribution and evaluation. SET-ASIDE STATUS: The associated North American Industrial Classification System (NAICS) code for this procurement is 541820 with a small business size standard of $7.0 million. This requirement is a Small Business 8(a) set-aside and only qualified offerors may submit offers. CONTRACT INFORMATION: The Government intends to award one (1) Time and Material (T&M) contract to the responsive and responsible offeror whose offer conforms to the requirements of the RFP. Offers will be evaluated in accordance with the criteria described in the RFP. The contract will include an eleven (11) month base period and four 12-month option periods. Any inquires must be in writing only via e-mail to the person(s) specified in the solicitation. All answers will be provided in writing via posting to the web in the form of an amendment to the solicitation. No telephone requests will be accepted. Please monitor FBO for the release of the RFP. Anticipated release date is 11 January 2011.
