- NAICS Code: 541512 COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format set forth in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ). The U.S. Environmental Protection Agency (EPA), Office of Acquisition Management (OAM) is seeking a contractor capable of providing a Commercial-off-the-shelf (COTS) software system to electronically track and manage corrective actions for the National Air and Radiation Environmental Laboratory (NAREL) located in Montgomery, Alabama. The period of performance for this requirement is June 1, 2011 through May 31, 2012 with four one year option period for upgrades, training and support through May 31, 2016. This procurement is a TOTAL SMALL BUSINESS SET-ASIDE. T he selected contractor must be capable of providing a web-based solution inclusive of a database for tracking non-conformance reports and corrective actions. The U.S. Environmental Protection Agency intends to award a firm-fixed price Purchase Order, and the software must be ready for delivery on June 1, 2011. The services are classified under North American Industry Classification System code 541512. All quotes must be inclusive of all taxes and fees. The base and option years shall be priced separately. Pricing for the option years shall only account for any anticipated upgrades, support and optional/refresher training that may be required. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The Government will make award to the offeror presenting the best value to the Government, with technical requirements rated more significant than price. Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.204-7, FAR 52.204-9, FAR 52.213-2, FAR 52.232-1, FAR 52.232-8, FAR 52.232-23, FAR 52.232-33, FAR 52.233-1, FAR 52.249-1 and FAR 52.249-8. The following EPAAR clauses are also applicable: EPAAR 1552.211-79 and 1552.224-70.
