Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Request for Proposals is being issued as a 100% SMALL BUSINESS SET-ASIDE under FAR Subpart 19.505-2. The North American Industry Classification System (NAICS) code is 423860 with a small business size standard of 100 employees. This notice and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32, effective March 31, 2009. Contract Terms and Conditions; 52.212-05, Contract Terms and Conditions Required to Implement Statutes and Executive Orders, to include 52.219-08, 52.222-03, 52.222-50, 52.225-13 and 52.232-33; 52.225-21 through 24; 52.215-02, Alt I, Audit and records; 52.216-24, Limitation on Government Liability, 52.216-25, Contract Definitization, 52.233-04, Applicable Law for Breach of Contract Claim; and 52.244-06, Subcontracts for Commercial Items. Pontoon Boat Specifications - Ohio River Islands NWR In order to fulfill the objectives contained in its CCP, the refuge is in need of a safe, stable and suitable diving operations boat for its freshwater mussel monitoring and management activities along 400 miles of the Ohio River and its tributaries. The boat will also be used for invasive species management, public use programs, and transportation for visiting scientists, managers, and dignitaries. The following specifications describe a solidly constructed aluminum pontoon work boat that is specifically designed to support diving operations. The trailer and watercraft should be solidly constructed to withstand frequent long distant towing operations when loaded with heavy equipment. Specific features are required to ensure safety (e.g., non-slip grooved aluminum surfaces for deck and walk on roof). The following recommended specifications are essential to meet these objectives.CRITICAL - In order for the boat and trailer to be stored in the refuge facility: THE OVERALL LENGTH OF THE BOAT, MOTOR AND TRAILER CANNOT EXCEED 33 FEET and THE OVERALL HEIGHT OF THE BOAT ON THE TRAILER CANNOT EXCEED 11 FEET 6 INCHES.22' long pontoon boat, 8 feet wide, 3 pontoons with side toon/keel protectors (23" to 25" diameter as needed).150 hp, 4 stroke outboard, Honda or Yamaha, with hydraulic steering.Load Rite galvanized tandem axle triton trailer with 13" wheels and brakes on both axles, retractable wheeled trailer stand on tongue, safety chains, LED lights, mounted spare tire, steps/ladder entry from front with hand rail, quick-slide bunk covers, and inner guides.Deck and hard top roof surfaced with non-slip, grooved, aluminum decking for safety.Walk on hard top 8' by 10', no railing, grooved aluminum decking; detachable ladder as far to port side as possible.5' front deck open (see drawing)Front deck should be equipped with two (2) removable pedestal seat bases (or scuba seats), with flush mounted cover plates for when not in use.Rest of deck should be surrounded by aluminum box tube railing 32" high with wall skins halfway up (16"), no padding, 6' opening in front (no door or gate), 24" wide section at the center stern which is only 16" high railing (see drawing).Gates: Three 24" gates: one at stern by rear ladder, one port side stern, and one starboard side stern (see diagram).Continuous base bench seat (with under seat storage) along port side under hard top, approximately 10' long, with marine quality vinyl dark beige or light brown in color, with two or three hinged cushions covering.Two marine vinyl cushion top mobile storage modules 24" high by 34" wide by 24" deep (same color as bench seat).Helm/console on starboard side with Captain's chair, with windshield and following features:HornVoltmeterTachometerFuel gaugeGarmin 431s (or equivalent) full color GPS with maps, fish finder, water temperature, depth finder, and speedometerGarmin VHF 200 Marine band radio (or equivalent)Two 12 volt outlets12-volt, 1000 watt, 2 outlet power inverterAdditional electrical items should include navigation lights, docking lights, dual marine batteriesOverhead light on ceiling of the hard top20 - 30 gallon fuel tankFlush mounted anchor storage compartment center forward edge of deck with flat door cover (see drawing)Folding boarding ladder at back on starboard sideCanvas cabin enclosure with clear windows to cover 4 sides of cabin, that can be rolled up and secured when not needed For more information, please contact: Terry Boyer 304-375-2923 xt 118 orPatricia Morrison 304-375-2923 xt 124 Quotes are due no later than January 14, 2011 at 4 P.M.
