- Description
- The Transportation Security Administration (TSA) intends to issue a Request for Proposal (RFP) for its Employee Parking Assistance Program (EPAP). The purpose of the EPAP acquisition is for TSA to comply with the Operational Directive (OD) - 400-23-2 which provides a policy on parking for TSA employees at field locations across the country. The program provides fee collection for TSA employees participating in this program and contract management with service providers for parking and shuttle service, ensuring that secure parking and safe transport to and from airport terminals is provided for TSA employees. The EPAP is seeking support to provide and facilitate financial management services as well as parking and shuttle services for field employees at (currently) 28 airports across the country. This presolicitation notice is not a RFP. Offerors are responsible for checking the FedBizOpps website for any update(s) to this notice. The Government is not responsible for any loss of Internet connectivity or for an offeror's inability to access the document posted at the referenced website. To obtain automatic notifications of updates to this notice, you must log into www.fbo.gov and add the presolicitation to your Watchlist. If you would like to list your firm as an interested vendor, you must click the "Add Me To Interested Vendors" button in the listing for this presolicitation. The RFP will be issued on or about January 19, 2011. The www.fbo.gov website will be the only site for downloading the solicitation and any amendments. In order for contractors to conduct business with TSA, the contractor must provide registration information to the Central Contractor Registration (CCR). All Offerors must be CCR registered prior to receiving an award. Registration instructions may be obtained, and online registration may be accomplished, at www.ccr.gov. By submission of a proposal, a vendor acknowledges the requirement to be registered in the CCR database prior to award; during performance; and through final payment of any contract resulting from the solicitation. Prior to proposing, it is preferred that vendors complete the Online the Representations and Certifications (ORCA). To do so requires CCR registration, including a Marketing Partner ID Number (MPIN). Instructions may be obtained, and required information may be entered, at orca.bpn.gov. If you ARE NOT ORCA registered, you will need to complete and provide paragraphs (B) through (I) of provision 52.212-3 in the solicitation.
