- Sources Sought Notice/Request for Information The 502d Contracting Squadron is seeking information concerning the availability of capable contractors to provide various pieces of Commission Artwork for permanent installation at SAMMC-N, Brooke Army Medical Center, Fort Sam Houston, Texas. The pieces consist of a vertical sculpture, photographic wall art, metal wall sculpture, 3-D wall sculpture and BAS -Relief Sculptural wall. The purpose of posting this RFI is to locate interested firms that are experienced in providing these types of Commissioned Artwork and are capable of performing to meet the requirements at Fort Sam Houston. This RFI shall not be construed as a formal solicitation, or as an obligation on the part of the Government to acquire products or services. Information provided to the Government as a result of this posting, is strictly voluntary and given with no expectation of compensation, and clearly provided at no cost to the Government. A formal solicitation may be executed and posted separately at a future date. The Air Force is interested at this point, only in identifying interested and capable contractors for this requirement, as part of the overall market research effort. A tentative solicitation issue date is to be determined. The Government anticipates multiple contract awards to satisfy this requirement. Comments and information on the following areas are requested: (1) Company Cage Code, DUNS, name, address, point of contact and applicable telephone numbers and e-mail addresses (2) Approximate annual gross revenue (3) Any small business status (8(a), HUB Zone, veteran-owned, woman-owned, etc.) If large business, so state (4) Please describe any government contracts you have performed for similar services [if applicable] (5) Indicate which NAICS code(s) your company performs under for Government contracts (6) Please provide an estimated number of days required to perform the services in the below statement of need (7) Please provide suggestions to maximize the effectiveness of the anticipated solicitation and resulting contract(s) for this requirement. The planned North American Industry Classification System (NAICS) code is 711510 (Independent Artists, Writers, and Performers), with the applicable small business size standard of $7 million in annual gross receipts. Statement of Need: Services shall be performed in accordance with (IAW) the objectives and responsibilities outlined in Public Law, DoD and Air Force (AF) directives, as well as AETC instructions, regulations and plans. Original Art - AC-45 Monumental Sculpture: Quantity: 1 original Monumental Sculpture Location: Consolidated Tower, Lobby, TJ-102 (12' x 9' space available) Overall color palette: Polished Stainless steel sculpture on Black granite base Appropriate/Acceptable Themes: Two eagles side-by-side in flight, soaring together (smaller eagle under the wing of the larger one), both looking off into the sky. Vertical orientation; theme denotes family, caring, protection, majestic wildlife. Materials: Composed of the following materials --- polished stainless steel on black granite Production: Proposed sculpture should be slim and vertical and be in scale with the crevasse nature of this space. It marks the terminus of the pedestrian entry approach for the outpatients and then the beginning of the visitor's experience to the medical mall and beyond. It will be lighted so it will be visible from the outpatient vehicular drop-off at the parking area and serve as a beacon to draw viewers closer. It is 3 dimensional so to be viewed from all angles including the level 2 mezzanine and the level 3 bridge above. Sculpture to be realistic, anatomically correct, detailed with correct proportions, and utilize the "lost wax" casting method, which give sculpture greater detail. Size: Base to be 30" x 30" x 42"H; Sculpture to measure 60"H x 24" x 24" - Artist may deviate slightly from these dimensions as required to better accommodate structure and sculpture design. Weight: Not to exceed 750 lbs. Installation: The entire piece is freestanding and will be floor-supported. Anchors can be added through the base of the sculpture to the floor, should the artist deem necessary. Other: 1. Original Monumental Sculpture: Shall be produced by a local artist in Texas. 2. Monumental Sculpture is a "one of a kind" item and reflects the project Vision statement for the SAMMC-North project, captures the history, culture, colors and locale of the San Antonio area, and enhances the healing environment of the facility which serves the military and beneficiary population. 3. Artist to provide delivery and installation of art piece. 4. Artist to provide a sketch for approval prior to construction of the artwork. Original Art - AC-46 Specialty Forms Artwork: Quantity: 1 original Specialty Forms Artwork (consists of 20 separate photographic art pieces) Location: Consolidated Tower, First Floor Lobby, TA-106 Overall color palette: Colorful photograph of Texas landscape (yellows, reds, greens, blues) Appropriate/Acceptable Themes: Panoramic Texas landscape with colorful wildflowers and large cactus in the foreground; solitary oak tree in the background against brilliant blue sky with clouds. Materials: Composed of the following materials --- photographs mounted on Plexi-glass with low profile cleat hangers Production: A picture or photo will be selected and split into twenty (20) separate panels of various sizes. The image itself will not be altered. The picture selected will support the Vision statement of the project. Total art installation will be approximately 25' long, 5' high. The print selected will be applied directly to Plexi-glass for durability and maintenance. Each panel will be installed with low profile cleat hangers which will hold artwork closely to the wall and will keep panels permanently level. Sizes of each photograph: Square photograph: 12x12 (x13) Rectangular photograph: 24x18 (x3) Square photograph: 24x24 (x2) Square photograph: 36x36 (x1) Rectangular photograph: 48x36 (x1) Total art installation will extend along wall approximately 25'L x 60"H Weight: Each piece not to exceed 25 lbs. Specialty Forms artwork is a "one of a kind" item and reflects the project Vision statement for the SAMMC-North project, captures the history, culture, colors and locale of the San Antonio area, and enhances the healing environment of the facility which serves the military and beneficiary population. 3. Original Art - AC-47 Wall Sculpture: Quantity: 1 original Wall Sculpture Location: Consolidated Tower, Lobby, location TL-123 Overall color palette: Laser cut steel sculpture with high grade water based acrylic polymer paint in a variety of colors (greens, blues, purples, pinks, oranges, reds, yellows, golds, browns, white and black) Appropriate/Acceptable Themes: Over 150 colorful butterflies in flight, each uniquely designed and brightly colored; butterflies form a sweeping design across the wall; multi-colored butterfly wings coordinate with art package in the area. Materials: Composed of the following materials --- steel sculptural butterfly bodies with high grade, water- based acrylic polymer paint used as a base coat and for artistic detailing finish Production: Proposed sculpture should consist over 150 laser-cut steel butterflies, individually detailed and painted, and each distinctly different in color, size and patterning. Butterflies are depicted in flight. Sculpture is hand-painted, detailed and joined together (3 layers) to create a large wall-mounted sculpture. Sculpture to be realistic, anatomically correct, detailed with correct proportions. Painted finish includes a broad range of colors, creating a brilliant display of color and movement. Each butterfly is a 3-D sculpture of steel, and finished with brightly colored high grade water-based acrylic polymer paint (each butterfly wing features a combination of colors). Original Art - AC-03 Exterior Monumental Sculpture: Quantity: 1 original Exterior Monumental Sculpture Location: Consolidated Tower (exterior location) - East lawn along the Pedestrian path Overall color palette: Red specialized "brick" wall Appropriate/Acceptable Themes: Three panel monumental brick sculpture depicting the following: One panel depicts US Flag flying on a staff. Middle panel to reflect a medic in the field with wounded serviceman (can be inspired by the AMEDD Medic sculpture). One panel to have applicable military medical insignia/symbols (or military logos) surrounding it. Each panel to be labeled: one panel to read Sacrifice (for our country), one panel to read Service (soldier's duty), and one panel to read Dedication (to the medical services).No color shall be applied to the brick bas-relief wall (wall to be color of brick only). Bottom of entire brick sculpture to read "San Antonio Military Medical Center". Materials: Structural brick wall (red/brown brick to coordinate with BAMC/CoTo building exterior) Production: Three panel brick wall is to be constructed along the pedestrian path on the East Lawn. Brick face is to feature "bas-relief" sculpture. Artist to use a specialized brick, known for its plasticity to carve the piece. A variety of patterns and textures will be carved into the panel(s) to provide contrast and to develop the approved theme. The art piece is then disassembled and fired. After firing the piece will be re-assembled for inspection to assure that it has been created faithfully. The brick sculpture is then marked for reassembly on site. Artist will work with a local bricklayer who will assist in assembly. A raised mosaic tile pattern may be incorporated to depict images in the relief and bring spark and color into the design. Panel(s) may be executed in a combination of materials to include architectural brick, fine art bronze, fabricated metal or custom tile. Size: Each panel is 72"L x 96"H; total wall structure measures 18'L x 8'H - Sizes are approximate, but actual dimensions proposed by artist must be approved by Government prior to fabrication. Weight: n/a Installation: The entire piece is freestanding Other: 1. Original Exterior Monumental Sculpture: Shall be produced by a local artist in the San Antonio, TX area. 2. Exterior Monumental Sculpture is a "one of a kind" item and reflects and captures the history and culture of military medical services, and enhances the healing environment of the facility which serves the military and beneficiary population. 3. Artist to provide delivery and installation of art piece. 4. Artist to provide a sketch for approval prior to construction of the artwork. Small Business (SB) Set-Aside Determination: The Government reserves the right to determine if a SB set-aside is appropriate for this acquisition based on responses to this notice, and other pertinent information gathered by the contracting officer. In order for the Government to make a SB set-aside determination, it is emphasized that SB concerns provide sufficient written information to indicate their capacity and capability to successfully perform and manage all the requirements of this effort.
