Description
SOW RFQ This is a requirement for Newspaper Publication Services. The U. S. Customs and Border Protection (CBP) Area Port of Houston (Air) is responsible for guaranteeing due process when the government seizes property. All parties of interest must have the opportunity to file a claim to the property and prove ownership of same. As part of the administrative forfeiture path outlined in 19 U.S.C. 1607, CBP must advertise the seizure by either posting the ad in a public location for viewing or by publishing an ad in a newspaper of general circulation in the Customs port and in the judicial district where the property was seized. The U.S. Customs and Border Protection intend to issue a Purchase Order for newspaper publication to publish seizures of property. The vendor shall run one notice for four days in the local Houston, Texas area paper. There will be a total of 67 cases. Please refer to the attached Statement of Work (SOW) for additional requirements information. Award of the Purchase Order shall be made on the basis of lowest price and technically acceptable. Technical acceptability shall be determined by whether or no the vendor addresses and meets each point in the attached SOW as well as this RFQ. The Government shall reserve the right to call vendors for clarifications on quotes, but no discussions shall be held. Vendor MUST register in Central Contractor Registration ( www.ccr.gov ) and receive payment via Electronic Funds Transfer (EFT) as a condition of the contract. Registration in CCR requires a valid Dun & Bradstreet number. Vendor MUST also complete and sign Blocks 13, 14, 15 and 16 on page one of the SF 18 form. Quotes that are incomplete, unsigned, or late will not be considered. All quotes must be RECEIVED by the Contract Specialist no later than 06 January 2011, 3:00 PM Eastern Standard Time (Indianapolis).
