Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Combat Feeding Directorate (CF), intends to award a firm fixed price purchase order on a sole source basis to: NovaSterilis, Lansing, NY 14882. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. RESPONSE WILL BE USE FOR FUTURE ACQUISITIONS ONLY. 1. Nature and description of the supplies or services required to meet the agency's needs: The Nova2200 was found after an exhaustive market search for a Supercritical CO2 instrument that lasted over 18 months. It is the only instrument with the needed capabilities. Current research for the Combat Feeding Directorate (CFD) is studying the use of supercritical carbon dioxide (SCCO2) to process semi-solid and solid foods. This is a novel processing technology and not being used in the commercial sector. Therefore, a vendor of such an instrument does not exist. The CFD needs an instrument that will introduce SCCO2 to foods in a delicate manner and the depressurization the processing vessel without extracting the contents of the food. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): CFD conducted an exhaustive market search for 18 months to find this instrument that would best meet our needs. The other SCCO2 instruments on the market are used for extraction or can only be used with liquids. This instrument has a delicate depressurization system that is computer controlled and keeps the integrity of the food intact after processing. Since this instrument was designed to sterilize biological tissues, it can also be used on food since the matrices are so similar. We did a proof of concept with this vendor in April and it was successful. Other vendors did not have the specs that we needed and would extract the liquids and fats from the foods that we are processing. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: An exhaustive 18 month market search was conducted because we did not know if it was even possible to get a COTS instrument for our purpose. We did an extensive online search, called companies and conducted proof of concept visits to potential vendors. The only instrument that could potentially work for our purpose is the Nova2200. 4. Any other facts supporting the use of other than full and open competition: This is cutting edge research and is not being performed in industry. Therefore, it is not an instrument that is already in production. When this research initially began, we had to use extracting instrumentation that was harmful to the integrity of the food. Since that time, NovaSterilis has come to the market and is the only provider that we have been able to find that meets our specs. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
