PRE-SOLICITATION CONFERENCE MOUNT ST. HELENS LONG TERM SEDIMENT MANAGEMENT PLAN UPDATE TOUTLE AND COWLITZ RIVER SEDIMENT MANAGEMENT DATE: Thursday, February 03, 2011 TIME: 8:00am - 4:30 pm LOCATION:TO BE ANNOUNCED (Portland, Oregon)//Call -in: TBA RSVP:Please RSVP to Organizer by Friday, 21 January, 2011 ORGANIZER: Jerry Otto, P.E., Civil Engineer USACE, Portland District Phone: 503.808.4983 Email: jerry.l.otto@usace.army.mil The U.S. Army Corps of Engineers, Portland District, is seeking input from interested dredging and earthwork contractors during the feasibility and planning phase for potential near future non-navigational dredging operations at two (2) separate locations located in Cowlitz County, Washington. The Corps is in the process of developing and evaluating several least-cost alternatives for controlling and mitigating sediment deposition in the Cowlitz River system as part of the Mount St. Helens Long Term Sediment Management Plan update. Two of these alternatives necessitate dredging and earthwork activities. The Corps is hosting a pre-solicitation conference to discuss feasibility and industry capability. One alternative currently being evaluated includes dredging within the North Fork of the Toutle River upstream of the Corps' Sediment Retention Structure (SRS) and within the formed sediment plain created by the structure. The intent of this alternative is to utilize a combination of hydraulic and mechanical means to relocate up 3 to 4 million cubic yards (MCY) annually over a twenty-five year period within the boundary of the existing sediment plain for the purpose of inducing deposition and creating additional sediment storage above the SRS. An in-water work period of 4.5 months is assumed for this feasibility study. The second dredging alternative encompasses the removal of approximately 45 MCY of material from the Cowlitz River over a twenty-five year period on a triannual schedule. Dredging would occur along a majority of the river from the confluence of the mouth at the Columbia River to the confluence with the Toutle River, approximately 20 river miles. An in-water work period of four (4) months is assumed for this feasibility study. It is also assumed that dredge material will be placed at numerous upland sites near or adjacent to the Cowlitz River. Varying degrees of site preparation and mechanical placement of the dredge materials will be required at the fill sites.
