- Southern Region Contracting Office intends to award a contract under FAR Part 6.302-1 to Abbott Medical Optics for repair and maintenance of critical one-time on-site service/repair of a laser diode located in the Ophthalmology Department of Winn Army Community Hospital, Fort Stewart, Georgia. The laser diode in the Ophthalmology Department requires Original Equipment Manufactured (OEM) parts and support of trained technicians to maintain preventive maintenance of this piece of equipment. Contractor shall provide services in compliance with the Customer Maintenance Plan for the Abbott Medical Optics located at Winn Army Community Hospital, Fort Stewart, Georgia. Coverage includes all parts, all labor and travel charges for all operating system software upgrades/updates, unlimited telephonic technical support, and priority customer response. The contractor will provide: all required parts to repair the equipment back to a serviceable condition in accordance with the manufacturer's specifications, priority phone support along with continuous product information updates and bulletins. Contractor will provide technical assistance via telephone along with software updates required by the manufacturer for this repair of a laser diode, serial number: 0208-60062, model number M2 60Hz. The required parts are to be delivered to the Winn Army Community Hospital, Fort Stewart., by Abbott Medical Optics. Abbott Medical Optics is the OEM of the repair parts and manufacturer trained technicians for the equipment to be covered and serviced. Abbott Medical Optics has OEM factory trained personnel who have immediate access to the OEM parts. The parts used on the laser diode are proprietary to them. Failure to utilize the OEM parts and service technician is likely to cause equipment malfunction and/or further down time of the laser equipment within the Ophthalmology Department at Winn Army Community Hospital. Only one responsible source and no other supplies or services will satisfy agency requirements. Abbott Medical Optics is the only source of authorized replacement parts for this unit already in place. The proposed contract action is for parts for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
