Description
Synopsis. This is neither a solicitation nor a request for proposal. The ASC/WIN, ISR Sensors and Foreign Military Sales (FMS) Division is seeking sources, both foreign and domestic, for test and evaluation to be conducted during the next 12 months of a non-developmental ground surveillance radar system for use on the MQ-1 Predator Remotely Piloted Aircraft (RPA). This synopsis is to identify Commercial off the Shelf (COTS), Non-Developmental Items (NDI) for potential test/analysis with acquisition of a test article and/or procurement of one-to-two production items for additional evaluation purposes. This synopsis and responses will be used as part of a market survey; only responses to this sources sought will be considered. The ground surveillance system must meet minimum form, fit, and function requirements identified herein; however, be advised that SIZE, WEIGHT and POWER are of paramount importance for MQ-1 accommodation. The radar system must be capable of producing Synthetic Aperture Radar (SAR) imagery at better than one-foot resolutions and must have Ground Moving Target Indicator (GMTI) performance with multiple receive channels. Assume an MQ-1 altitude of 10,000 -12,000 feet and speed of 65-75 knots, the minimum form and function requirements follow: (1) Performance: (a) GMTI: detection and accurate geo-location of dismounts at ground ranges in excess of 8km and vehicles at ground ranges in excess of 20 km, (b) Minimum Detectable Velocity (MDV) adequate for detection of walking dismounts from all platform aspect angles, (c) Maximum instrumented slant range in excess of 35 km, (d) 360 degree azimuth Field of View (FOV) with continuous and sector scans plus spotlight, (e) Look-down angles variable from 5 to 45 degrees, (f) Scan Rate: selectable, up to 12 deg/sec plus spotlight modes, (g) SAR: provides all weather strip maps and spotlight function for a localized area, and (h) Two modes: Strip 0-20 km; Spot 0-20 km, selectable resolutions (2) Form Factor: (a) Single line unit turret form factor allowing rapid installation or removal on the MQ-1 as required for GMTI/SAR missions, (b) Size: 1.6 cu ft or less, (c) Weight: 70 Ibs or less, (d) Power: 0.65 KW; Ku band frequency operation and self cooled, and (e) Self-contained is desired; however, two or more items would be considered as long as Size, Weight, and Power are met. Instructions. Potential offerors may identify their interest, product, and/or capability and shall submit their documentation (unclassified or classified up to Secret) no later than 21 January 2011 (17 calendar days) after publication of this notice to the Technical Point of Contact (POC) with a "notice-of- interest" response only to the Contracting Officer also identified below.
