- Description
- The Center for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Sciences, intends to award a sole source contract to Ametek, Inc., 801 South Illinois Avenue, Oak Ridge, TN 37831-0895 for the maintenance of Ametek laboratory instruments. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The period of performance for this procurement is 12 months. Ametek, Inc. is a global manufacturer of electronic instruments and electromagnetic devices, of which many have been custom designed for the CDC's Inorganic and Radiation Analytical Toxicology Laboratory. Therefore, since Ametek developed the software, hardware, and instrumentation packages for the laboratory instruments such as gamma and alpha spectrometers, the high-purity geranium gamma detectors, and the sodium iodide detectors purchased at NCEH/DLS, Ametek has the unique perspective of not only being the manufacturer, but knows the product, as well as processes all the parts and information to repair the instrumentation. Accordingly, Ametek possesses the patented technical data specific to the laboratory instrumentation currently being utilized. In addition, because the instrumentation and software purchased are proprietary, no other manufacturer can provide the required software function upgrades. Considering this information, there are currently no other vendors with the capability to repair these instruments or satisfy the program's requirements regarding such. The instruments designed by Ametek are highly complex with integrated computer operations and dedicated software. Therefore, their proper maintenance and repair requires a high degree of technical skills and long-term familiarity with the instruments. As previously mentioned, Ametek is the manufacturer of the instruments requiring maintenance services and thus has all the parts, schematics, and other information to repair the system. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Ametek, Inc. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Vallerie Redd via email ONLY at gfj3@cdc.gov with the solicitation number 2011-Q-13117 referenced in the subject line NO LATER THAN January 19, 2011. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
