Description
DLA Energy, as the Department of Defense (DoD) Integrated Matériel Manager (IMM) for Aerospace Energy Products and Services, requires delivery of an estimated 120 each International Standardization Organization (ISO) containers for compressed gaseous helium service which way less than 40,000 pounds and do not exceed 20 feet in overall length. The compressed gas cylinders within each ISO shall be attached to a common gauged manifold with a single output port. The cylinder shall be tested and certified by a US Dept. of transportation (DOT) authorized tester, and the certification must be effective a minimum of five years from date of first order. If cylinders are certified using the acoustic emissions test method, a copy of the DOT Special Permit must be provided. Paragraph 9 of the Special Permit shall contain authorization for the following modes of transportation, as a minimum, when transporting gaseous helium: motor vehicle, rail freight, cargo vessel, and cargo only aircraft. In addition, the ISO containers shall meet The Air Transportability Test Load Activity (ATTLA) certification requirements for military aircraft as a single unit without a chassis. ATTLA will require additional D-rings to be installed for airlift capability, and each D-ring must have a minimum working load capacity of 25,000 pounds. To meet minimum ATTLA requirements, each ISO (frame and tubes) must be able to withstand the following G force aircraft accelerations without any the deformation: -- 3G Forward -- 1.5G Aft and Lateral -- 2G Upwards -- 4.5G Downwards Each ISO container shall have capability to be restrained and remain in place when subjected to the acceleration levels listed above. An analysis validating the structural capability of the tie down rings/provisions will be required. A point of contact for ATTLA will be included in the RFP. In addition to ATTLA certification, each ISO container must be approved by one of the following: Convention for Safe Containers (CSC) or Joint Committee of Tactical Shelters (JOCOTAS). Delivery shall be f.o.b. origin beginning in May 2011. DLA Energy plans to award multiple Indefinite Delivery/Indefinite Quantity Contracts.
