- Description
- The Federal Highway Administration (FHWA) intends to award a sole source purchase order to General Dynamics Information Technology, Inc. (General Dynamics) for the Milestone 10 data reports and a data quality template for Phoenix, Arizona metropolitan area under the Transportation Technology Innovation and Demonstration (TTID) Program/Intelligent Transportation Infrastructure Program (ITIP). This requirement is part of a 27 metropolitan area project, where traffic information and analysis is collected under a 10 milestone structure for each metropolitan area. This order will complete Milestone 10 for the Phoenix, Arizona metropolitan area. This is anticipated to be a simplified acquisition with an expected award during the middle to end of January 2011. General Dynamics is uniquely qualified for this procurement. General Dynamics has completed the highly specialized and unique work for this project for all 27 metropolitan areas under FHWA Contract No. DTFH61-09-C-00012. As a result, it has unique knowledge, skills, and abilities to complete the Milestone 10 requirements for Phoenix. If FHWA attempted to have a different contractor complete this requirement, there would be prohibitively high and unreasonable time and money costs associated with developing the knowledge, skills, and abilities of that contractor to complete the requirement. All responsible sources may submit a response identifying their interest and capability to respond to this requirement, which will be considered by FHWA. Information received by FHWA will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The proposed contract action is for products and services which FHWA intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulations 6.302-1 and 13.501. This notice of intent is not a request for competitive proposals.
