- THIS IS A SOURCES SOUGHT ANNOUNCEMENT to conduct market research for determinations required by various Federal Acquisition Regulations. If a solicitation is released, it will be synopsized and posted at www.fbo.gov. The determination for this acquisition lies solely with the government based on this market research and the information available to the government from other sources. National Park Service is conducting this market research to ascertain if there are businesses which can provide the following services:Consult with the NPS, the Department of the Interior (DOI), and other DOI bureaus, with the operation and maintenance of the Cost Estimating Software System (CESS) functionality, work flow processes, interoperable software applications, databases, and provide professional services and software programs to operate, configure, update, and maintain the CESS database, related processes and business practices throughout the NPS and possibly DOI.. Staffing Requirements: 1) Shall be sufficient to maintain help desk 40 hours per week. 2) The Terminal Server installation is the most complex deployment method. It usually requires more than one IT resource to ensure a successful implementation. IT resource shall be able to perform the following tasks and have the rights to perform them: a)Active Directory permissions and security experience -- 5 years of Microsoft Active Directory experience with specializations in permissions, scripting resources, and automated permissions scripting; b) Microsoft SQL Server expertise with 3 years of Microsoft SQL Server experience; c) Citrix expertise in publishing applications and developing for a published environment -- 3 years of published application expertise, including deployment, configuration, and best practice knowledge; d) Interface with UNIX environment -- 1-3 years of UNIX topology experience with knowledge of data migration and share technologies. Must know how to connect to and access UNIX shares from a Microsoft Windows environment; e) Custom development to accommodate changing needs of the environment -7 years of C++ coding experience. Requires in-depth understanding of developing applications for a Microsoft Windows environment. Application requirements vary widely based on business needs; f) Timberline expertise -- 5 years of Timberline expertise. Shall include detailed understanding of how data is stored in the Pervasive schema and how to interact with and alter Timberline estimates programmatically using both third party applications and the Sage Timberline Office suite. Timberline required expertise includes detailed knowledge about the import and export of estimate data in a non-conforming manner, extensive knowledge of the table relationships within Timberline estimates and databases, the ability to create and modify existing estimate and database validation scripts to ensure data accuracy based on the NPS guidelines, the ability to update the current Timberline Estimating database to the current RS Means pricing index while maintaining the database version. g) Maximo and Timberline integration experience-minimum 3 years' experience in reading, writing, and developing Maximo export file formats; h) File permissions automation experience--5 years' experience with file permissions, shares and automation for defining user permissions in Microsoft Windows Server technologies; i) Network architecture management skills--5 years' experience in network topology design with a deep understanding of server load balance, Windows IPv4 technologies, and networking best practices; j) Microsoft Services expertise--5 years' experience managing and developing Microsoft applications which run as a service. Domain expertise in Microsoft Windows Service applications for the Windows 2003 and Windows 2008 Server edition frameworks; k) Technical troubleshooting skills. Additionally, l) Microsoft certification in active directory domain services, network infrastructure configuration, and Microsoft server technologies are highly recommended. This work will be for service wide support to be started on or about August 1 2011. The period of performance is to be one year with four option years pending NPS needs. Packages should include the following information: (1) Business name, address, DUNS number and business size, (2) a positive statement of your intention to submit an offer for this requirement, and (3) demonstration of the firm's experience within the past five years, by listing the actual projects completed, customer's contact name and phone number for a customer knowledgeable of the work completed. Project descriptions shall include information regarding scope which is sufficient to demonstrate knowledge and experience as required. Packages shall be no more than 15 pages long. Responsible sources having relevant experience and the capabilities to perform the work will be considered.
