Description
AMENDMENT NO. 1 Competition for this procurement will be limited to 8(a) firms located in Region 10 (Washington, Oregon, Idaho and Alaska) and 8(a) Participants in good standing serviced by a SBA office outside of Region 10 states but having a Bona fide branch office in Region 10 states. A Bona fide branch office is a place of business for purposes of 8(a) construction procurements located where an 8(a) Participant regularly maintains an office which employs at least one full-time individual within the appropriate geographical boundary. The term does not include construction trailers or other temporary construction sites. All other 8(a) BD Participants are deemed ineligible to submit offers. Joint Venture Agreements - Joint Venture Agreements are allowable on competitive 8(a) set-asides and must be received by SBA prior to cost proposal due date and approved before award of a resulting contract. If you are contemplating a joint venture on this project you must advise your assigned Business Development Specialist (BDS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when your BDS has adequate time for a thorough review before the proposal due date. NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF COST PROPOSAL/BID. The following aspects of the project are highlighted to best explain the complex nature of this project. Firms capable of accomplishing these tasks, and all tasks in accordance with the Request for Proposal, are encouraged to respond to the Request for Proposal: 1) Installation of the chemical feed system at Elwha Water Treatment Plant is located approximately 10 miles away from the main project site at the Nippon Paper Industries (NPI-USA, a.k.a. "NPI") paper mill, a private manufacturing corporation. This information is provided to inform interested firms of the distances involved in this construction project. 2) Work within the existing settling tanks at NPI's water filter plant will involve working in close quarters in a tight, 80-year old, privately-owned facility directly located on the Strait of Juan de Fuca. Working within this 8-decade old structure will include working adjacent to exposed piping, machinery, and electrical components of similar age, while maintaining filtered water production at all times. This work will require extensive coordination of material and equipment deliveries and storage, site preparation and construction activities, and start-up and testing with National Park Service and the mill owner. 3) The marine outfall will be installed through/beneath an existing rock revetment of undetermined depth and width from the head equalization structure out through the foreshore. All marine work will be subject to the rough, unpredictable weather found in the Strait of Juan de Fuca. Pile driving will be limited to vibratory methods and subject to marine mammal presence/absence. All marine work will comply with the Washington State Department of Natural Resources' lease and Right-of-Entry conditions. A Pre-Proposal Site Visit is tentatively scheduled for 11:00 A.M., Wednesday, January 12, 2011. While this Site Visit is not mandatory, all interested Prime and Subcontractors are encouraged to attend. Interested parties should meet at the NPI paper mill visitor check-in in the office building adjacent to the main gate at 1902 Marine Drive, Port Angeles, WA 98363.
