- LOCATION: Lincoln Home National Historic Site, 413 S. 8th Street, Springfield, IL 62701-1905 SOLICITATION NUMBER: Q6530110003 (Request for Quotation) PROJECT DESCRIPTION: Contractor to provide all qualified labor, supervision, materials, supplies, equipment, and incidentals to monitor twenty-one (21) alarm accounts which are comprised of 21 fire, 21 intrusion, 6 panic, and 1 hold-up alarms which are located in historic and present-day buildings throughout Lincoln Home National Historic Site. Lincoln Home National Historic Site is a Park within the National Park Service and is located within a four square block area of downtown Springfield, Illinois; specifically, between 7th and 9th Streets, and Capitol Avenue and Edwards Street. NAICS CODE: The North American Industry Classification System (NAICS) Code is 561621. SET ASIDE: This project is set aside 100% for Small Businesses. SMALL BUSINESS SIZE STANDARD: $12.5 million. TYPE OF CONTRACT: This will be a firm-fixed price service contract for a base period of one year with two one-year option periods. The Service Contract Act applies. This is not a multiple award contract and shall be awarded to only one successful quoter. PERIOD OF PERFORMANCE: Work shall commence seven (7) calendar days from the date of contract award. The ending date for the base period shall be January 31, 2012. Each option period, if executed, shall run from February 1 and end on January 31 of the following year. PUBLICIZING: The solicitation package (RFQ) and its attachments will be issued and available on or about JANUARY 11, 2011 and may be obtained via the Internet by accessing the National Business Center (NBC) Opportunities website at https://ideasec.nbc.gov, the Federal Business Opportunities website at https://www.fbo.gov, or by e-mailing Kathryn Logsdon at kathryn_logsdon@nps.gov no later than JANUARY 13, 2011. Quoters will be responsible for checking the aforementioned websites for any amendments to the solicitation which may be issued prior to the closing date of the RFQ. SITE VISIT: A site visit for interested parties is scheduled for Friday, JANUARY 14, 2011 at 9:30 a.m. central time at the Lincoln Home National Historic Site, Dubois House Conference Room, located at 519 S. 8th Street, Springfield, IL. RESPONSE TIME AND AWARD: All quotation submittal packages are to be received by the contracting agency no later than MONDAY, JANUARY 24, 2011 at 2:00 p.m. central time. Your quotation package may be hand-delivered, faxed, or e-mailed to the Contracting Officer to the address, fax number, or e-mail address stated in the solicitation. The contracting agency shall not be responsible for quotes not received. It is the quoter's responsibility to verify with the Contracting Officer that his/her quotation submittal package was received timely by the contracting agency. Selection for award will be made on a best value determination after considering a firm's technical capability, past performance, and price. Technical capability and past performance, when combined, are approximately equal to price. CCR AND ORCA: All quoters are to be registered and active in the Central Contractor Registration (CCR) database and have completed their Online Representations and Certifications (ORCA) before being considered for award; therefore, if you are not already registered and active in CCR, or have not completed your ORCA, it is strongly advised that you do so at this time. Failure on the part of the successful quoter to fulfill these requirements by the time the Contracting Officer makes award will result in award of the contract being made to the next otherwise successful quoter.
