Description
A sources sought notice was previously published in FBO for this requirement under solicitation number EA133C-11-RI-1001. The National Oceanic and Atmospheric Administration (NOAA), Office of Acquisition & Grants Office, Eastern Region Acquisition Division, Norfolk, VA is seeking qualified sources to provide administrative and logistical support for NOAA's Coastal Management Fellowship program. The contractor will be responsible for administrative support for each fellow to include payment of an annual salary; arrangement for and support of medical insurance, worker's compensation insurance, state and federal income tax withholdings, FICA withholdings, annual and sick leave; payment of a relocation stipend; reimbursement for professional development travel, professional development training and textbooks, and necessary site visits. The contractor shall also be required to coordinate state match contributions, publicize the program to attract qualified and interested candidates, provide a qualified representative to attend several meetings per year, and provide a trainer to deliver professional development training on such topics as leadership, management, facilitation, career planning, and mentoring for selected fellows and their mentors. The anticipated firm-fixed price contract will have a 24-month base quantity with three 24-month option quantities to coincide with the selected fellows' two-year term. This requirement is for services for which the government intends to acquire under the guidelines of FAR Subpart 13.5, Test Program for Certain Commercial Items. Request for Quote (RFQ) number EA133C-11-RQ-0167 will be available on or about January 28, 2011 through the Government's website at http://www.fedbizopps.gov/. The estimated due date for quotes is February 18, 2011. This procurement is a 100% Small Business Set Aside. The applicable NAICS code for this acquisition is 541990 with a size standard of $7 million. This RFQ requires separate technical and cost quotes to be evaluated for award. Quotes will be evaluated based on the following evaluation factors, listed in descending order of importance: Technical Approach, Corporate Experience, and Past Performance. Price will be evaluated but not rated. Technical factors are significantly more important than price. The Government intends to award a single contract resulting from this solicitation to the responsible quoter whose quote represents the best value after evaluation in accordance with the factors listed in the solicitation. All contractors must be registered in the Central Contractor Registration (CCR), www.ccr.gov, to be considered for award of a Federal contract. In addition, completion of the online representations and certifications application (ORCA) is required. Interested parties should use the FedBizOps register to receive notification feature which provides notification when the RFP becomes available for download and all postings associated with the solicitation. Each potential offeror is responsible for checking this website to obtain all the updates/amendments to any and all documents. No paper copies of the solicitation will be issued and no telephone, facsimile, or written requests will be accepted.
