Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information contained in this notice. The procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13.5. This announcement constitutes the formal Request for Quotation (RFQ) NLM-11-048-UHP and a written solicitation WILL NOT be issued. The solicitation document and incorporated provisions and clauses are those in effect through December 2010 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars 2005-48. This acquisition is a 100% small business set-aside and the NAICS code is 541990. It is the intent of the National Library of Medicine (NLM) to negotiate with a contractor to provide asset coordination support services for the NLM upcoming exhibition. Instructions for the technical proposal Please provide the following elements in the order provided. The technical proposal should not exceed 3 pages. 1) A capabilities statement demonstrating the skills and abilities related to the evaluation factors. 2) A narrative describing past experience that demonstrates qualifications required to perform the Statement of Work. Instructions for the business Proposal Please provide an hourly rate quote. Evaluation Factors for Award • Ability to work independently, efficiently, and diligently • Skill in the use of basic office equipment and software • Skill in oral and written business communication • Ability to compile complete and accurate information packages • Skill in the use of database software to manage information and create reports • Ability to maintain accurate and current files and database records • Knowledge of basic XHTML and web development basics • Ability to conduct basic research • Ability to evaluate information and accurately translate it into required formats and systems • Knowledge of work related to coordinating exhibition materials Evaluation Factors weight Capabilities Statement - 20 points Past Performance Narrative - 20 points Total 40 points It is anticipated that ONE AWARD will be made from this solicitation. This requirement is for one year period. The period of performance is on or about February 1, 2011. The offeror shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its proposal. ** The Statement of Work (SOW) of this requirement is immediately followed below ** All proposals received by January 19, 2011, 4:30 P.M. (Eastern Standard Time) will be considered by NLM. Responses must be in writing, and must include pricing information and meet the criteria requirement. All responses from responsible sources will be considered. Offerors are advised to propose in accordance with the provision of FAR 52.212-1, Instructions to Offerors Commercial Items (June 2008). FAR 52.212-2, Evaluation - Commercial Items (January 1999). Offerors are advised to provide with their offer a completed copy of the following provisions: FAR 52.212-3, Offeror Representations and Certifications Commercial Items (October 2010)-With DUNS Number Addendum [52.204-6 (April 2008)]. Statement of Work for Assistant Asset Coordination Services Purpose The Exhibition Program requires asset coordination support services for an upcoming exhibition. Position requires one dedicated individual to work on-site at the National Library of Medicine in Bethesda, MD, 40 hours a week on a regular business schedule for a limited period leading up to the exhibition opening. Period of Performance February 1, 2011 to January 31, 2012 Government Furnished items The exhibition program will provide: • basic office equipment and space • required files and information • required workflow procedures Vendor requirements Minimum Personnel requirements Position requires: • associates degree • experience working with database information management systems Beneficial Personnel Factors • Experience with exhibitions • Experience in making basic website updates in XHTML, working in Teamsite, and using Google web tools • Exceptional efficiency, organizational skills, diligence, and attention to detail Task Requirements The Exhibition Program produces museum style exhibitions related to the cultural and social history of medicine. This position will require assisting the Exhibition Coordinator with any and all coordination, administrative and technical tasks related to asset coordination, acquisition, production and delivery, and the exhibition design and production process. Including but not limited to: • Maintaining the currency and accuracy of the exhibition asset notebooks and asset database • Evaluating and accurately compiling complex information from a variety of sources and formats and translating it into required formats • Evaluating information for completeness and identifying errors, omissions, and deficiencies • Producing lists and reports and tracking assets through exhibition production stages • Conducting basic image research and communicating with image sources • Completing acquisition paperwork and maintaining acquisition records • Compiling and producing information packages for meetings and deliveries • Maintaining the currency and accuracy of information on project websites and shared online workspaces • Other duties as assigned
