Description
NAICS Code: 611310 The U.S. Environmental Protection Agency (EPA), Office of Transportation and Air Quality (OTAQ) in Washington, DC intends to award a sole source fixed-price purchase order under authority of Federal Acquisition Regulation (FAR) Part Thirteen (13), Simplified AcquisitionProcedures, to the Texas Transportation Institute (TTI) of College Station, Texas. The purpose of this acquisition is to obtain the results of environmental chamber testing of auxiliary power units (APUs) fitted or equipped with diesel particulate filters (DPFs) on representative Class 8, sleeper cab equipped, trucks with 2007 or newer engines. Emissions and other relevant environmental impacts data and analysis from the APUs testing will be used to inform the SmartWay Transport Partnership's Idle Reduction Technology (IRT) Verification Program and EPA's proposed heavy duty truck greenhouse gas regulations. Market research conducted by EPA has determined that the Texas Transportation Institute is the only environmental chamber testing facility that can meet of all OTAQ's test requirements which are as follows: Drive-in environmental test chamber that can accommodate a full size truck. Chamber capable of maintaining both 0?F (for cold condition) and 100?F (hot condition) while truck engine is running at high idle under 20 mph wind load (cold condition) and solar load (hot condition), while maintaining 50 percent relative humidity. Emissions testing equipment that can measure nitrogen oxides (NOx), particulate matter (PM), total hydrocarbon emissions (THC), carbon monoxide (CO), and carbon dioxide (CO2) concentrations and flow rates on a second-by-second basis. Fuel flow meter to measure fuel consumption on a second-by-second basis. Ambient monitors to measure ambient air quality (NOx, CO, and THC) in the chamber and truck cabin. Current and voltage sensors to measure energy levels on a three to five second basis. Noise meter to measure in-cab noise levels. Temperature sensors to measure temperature levels inside the chamber and at six key points inside the cabin. Heavy duty diesel truck(s) with full size sleeper cab that can be used for the installation of idle reduction technologies. No solicitation or Request For Quote (RFQ) is available for this procurement. Nevertheless, any firm that believes it is capable of meeting the EPA requirements described herein may submit a response which, if received by the closing date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the described order based upon responses to this notice is solely within the discretion of the Federal Government.
