- The Aviation and Missile Command is hereby seeking information from potential sources to perform non-personal technical and management services in support of flight test aircraft maintenance activities at Redstone Test Center (RTC), Redstone Arsenal, Alabama. This is a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. A draft Statement of Work for the flight test aircraft maintenance effort at Redstone Arsenal is attached for clarification of the scope of the aviation maintenance effort. The results of this request will be used to refine the Statement of Work and Performance Specifications as well as complete the Acquisition Strategy/Approach, Program Cost Estimate and other acquisition documentation required to support procurement of this capability. Background: The Aviation Technical Test Center and the Redstone Technical Test Center has been merged, in accordance with BRAC language, to become the RTC. The newly formed RTC has the need to perform flight test aircraft maintenance at the Redstone Army Airfield on a fleet of approximately 60 test aircraft. The fleet is made up of from 1-12 of each of the modern army aircraft, aircraft that are being modified for test, and 5 UH-1 test support aircraft. The Aviation Flight Test Directorate (AFTD) of RTC performs Aviation Unit Maintenance (AVUM), Aviation Intermediate Maintenance (AVIM) and limited Depot maintenance on the aircraft mentioned above. AFTD also has a set of back shops, flight operations and aviation logistics functions as a part of the scope of maintenance effort. Sources Sought Purpose: The purpose of this synopsis is to conduct Market Research and to gain knowledge of interest, capabilities and qualifications of potential sources interested in providing the services for aviation maintenance in support of Army aviation flight test. The effort will either span a five or ten year period through a base with optional years to complete the time period. Industry feedback is vitally important and the Government will be receptive to any and all ideas received from industry. Proprietary information is not being solicited. Sources Sought Responses: Please include in the Sources Sought response whether the firm is a small or large business and identify any subcontractors or subcontracting opportunities that could be used and the responsibilities that would be assigned the subcontractors. Provide information as to previous contracts that the firm has executed and explain the relevance of the past project to the scope of the aviation maintenance need described herein. Include the magnitude of the past project along with contract numbers, description of work, points of contact, phone numbers, professional qualifications and specific experience of personnel identified to perform the work as well as any other information that would enable the government to assess a firm's capabilities. Responses to the Sources Sought should be limited to 20 single sided pages. All information included in the offeror responses should be specific to this Sources Sought Synopsis.
